Subject: Inspection No. 50-219/88-15

This letter refers to the special safety inspection conducted by

Mr. S. Chaudhary of this office during the period from May 23,-1988 to

July 26,1988, of_ activities at the Oyster Creek Nuclear Power Plant in Forked

River, New Jersey and the GpU Corporate Engineering office in Parsippany,

New Jersey. Discussions of our findings were held by Mr. Chaudhary with

yourself on May 27, 1988; in a telephone discussion between Messrs. Chaudhary,

Strosnider and Fitzpatrick on June 7,1988; and at a meeting held in the NRC

Region I office on July 26, 1988.

The inspection focused on modifications made to the containment suppression

pool structures and attached piping and consisted of selective examinations of

procedures and representative records, interviews with personnel, and

observations t~/ the inspector.

Based on the results of this inspection,4 it appears that one of your activities

wasnotconductedinfullcompliancewithNRCrequirements,assetforthinthe

Notice of Violation, enclosed herewith aslAppendix4 This violation has been

categorized by severity level in accordanc'e ~with the ' General Statement of

Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, App ix. C

(Enforcement Policy). You are required to ' respond to this letter an ' >
