DOCKET NOS. 50 445 AND 50 446 TRANSMITTAL OF FIRE PROTECTION REPORT, REVISION 14 Gentlemen:
TV Electric, the owner of CPSES Units 1 and 2 herewith submits Revision 14 of the CPSES Fire Protection Report (FPR).
A page by page description of the changes is attached. The group number assigns a level of significance for eact change made to the Fire Protection Report consistent with TU Electric's letter TXX 88467 ef June 1, 1988.
In addition, all changes have been reviewed under the TU Electric 50.59 process and found not to include any "unreviewed safety questions."
Pages which do not have technical changes but are included in the revision (because a change shifted the existing material to another page or because only editorial changes were made to the Fire Protection Report or pages which are missing and approved earlier by previous FPR revision) are not oiscussed in the Attachment "CPSES FPR Revision 14 Detailed Description." These changes will not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.
FPR Revision 14 is being issued on September 10, 1998 and will be executed at 12:01 A.M. CST on September 15, 1998.
Enclosed are one signed original and one copy of the CPSES FPR Revision 14.
One copy each has been issued to the Regional Administrator for region IV, the responsible Branch Chief in the Division of Reactor Projects, the responsible Project Manager in the Office of Nuclear Reactor Regulation, and the appropriate NRC Resident Inspector. The remaining seven copies prescribed in 10CFR50.4(b)(6), will be maintained at TV Electric and available upon request for a period of one year following issuance of the amendment.

Revision The service air compressor is non-safety related with no impact upon any safety function required by accident analysis. Verification of component removal and testing of connections removed from senice will ensure a new failure mcxic is not created. The combustible loading for the fire zone EA43 will be decreased as a rosult of the implentation of these activities.

Correction Add " Figure Area SK" for deviation 8e (Page 3 of 3), which provides clarification for the 4" coduits supplying power to the Main Steam Isolation Valves identified on Flow Diagram Ml-1924. This figure was missing in the past revisions of Fire Protection Report (FPR), however it does not impact the Fire Safe Shutdown Anflysis of the plant.
