Docket No. 50-362 San Onofre Nuclear Generating Station Unit 3 The Southern California Edison Company (SCE) submitted on January 6, 1983 a package of formal documentation on the Natural Circulation Test Program pursuant to the recommendations of NRL Branch Technical Position (BTP) RSB 5-1, " Design Requirements of the Residual Heat Removal System." The pertinent submittal included the following:

1. CEN-201(S) Supplement No. 1, Natural Circulation Test Program, San Onofre Nuclear Generating Station, Unit 2 Natural Circulation Cooldown, January, 1983.
2. Loss of Offsite Power, Procedure 2PA-381-01, Revision 0, San Onofre Nuclear Generating Station, Unit 2.
3. Natural Circulation Test, Procedure 2PA-215-01, Revision 1, San Onofre Nuclear Generating Station, Unit 2.

In addition, the NRC was informed then that the natural circulation cooldown from the control room under simulated loss-of-offsite power conditions and from shutdown would be performed on San Onofre Nuclear Generating S'ation c (SONGS), Unit 3 during its Cycle 1 refueling outage. The NRC subsequently requested per NRC/SCE telephone conversations dated September 5 and 10,-1984 that a SONGS 3 Natural Circulation Test Report be submitted after the test.

Enclosed is the Songs 3 Natural Circulation Test Report which reflects the revised testing scope on natural circulation to demonstrate the RSB 5-1 scenario consistent with the agreements set forth in the January 6, 1983 letter. The demonstration tests were successfully completed on September 16 and 17, 1985. The tests demonstrated that SONGS 3 could successfully and remotely enter shutdown cooling from natural circulation. These tests further demonstrated satisfactory conformance with the requirements of RSB 5-1 by SONGS Units 2 and 3..
