Docket Nos. 50-361 and 50-362 San Onofre Nuclear Generating Station Units 2 and 3 SCE met with the NRC on November 4, 1982 in Bethesda, Maryland to discuss the NRC's concerns relative to the high power portion of the Natural Circulation Test Program for San Onofre Unit 2 and to demonstrate acceptable conformance with the recommendation of NRC Branch Technical Postion.(BTP) RSB 5-1, "Design Requirements of the Residual Heat Removal System."
Consistent with the agreements reached during the meeting, SCE agreed to provide formal documentation of information presented along with responses to additional NRC requests for clarification.
Consistent with this agreement, enclosed please find the following information: -

Loss of Offsite Power, Procedure 2PA-381-01, Revision 0, San Onofre Nuclear Generating Station, Unit 2. -
Natural Circulation Test, Procedure 2PA-215-01 Revision 1, San Onofre Nuclear Generating Station, Unit-:2. provides the formal documentation of information presented during the November 4, 1982 meeting along with the responses to the comments and requests for additional information made by the NRC staff.
Enclosures 2 and 3 provide copies of the most recent test procedures available. These procedures are currently under review by SCE personnel and as such are subject to additional changes, however, they are being provided to assist the NRC staff in their review and approval of Enclosure 1.

-2 It should be noted that the Letdown System will remain in operation during the 80% Natural Circulation Verification Test as indicated in. SCE considers that sufficient information has been provided to justify the use of letdown. Specifically, that there are no significant differences in boron mixing when letdown is operating. In addition, the use of the Letdown System will facilitate continuous on line boron sampling and prevent the thermal stresses that would be placed on the RCS charging nozzles if letdown were secured. also identifies the San Onofre Unit 2 Technical Specifications which will require exception to facilitate successful performance of the Natural Circulation Tests consistent with the most recent agreements reached between SCE and the NRC. A formal request for these necessary specific exemptions in the form of a request for an Amendment to Operating License No. NPF-10 for San Onofre Unit 2 is being submitted separately by SCE letter dated January 6, 1983.
License Condition (18) of Operating License No. NPF-10 for San Onofre Unit 2 requires SCE to obtain NRC approval prior to making any major modifications to the test program outlined in Section 14 of the San Onofre Units 2 and 3 FSAR. Section 14.2.12.105 of the FSAR currently indicates that the 80% Natural Circulation Verification Test will be initiated by simultaneously tripping all four Reactor Coolant Pumps (RCPs).
As a result of an ongoing review of startup test procedures, SCE has revised the Enclosure 3 procedure to reflect the fact that the 80% Natural Circulation Verification Test will be initiated by tripping the reactor and upon verification of reactor trip, simultaneously trip all four RCPs. This approach insures that the reactor is operated at a high level of safety during the test. This approach has been discussed with cognizant NRC personnel who expressed their concurrence. SCE will revise the San Onofre Units 2 and 3 FSAR to reflect this change in the next FSAR Amendment. SCE considers that this letter satisfies the documentation/approval requirements imposed by License Condition (18) regarding NRC approval of changes to the test program outlined in Section 14 of the San Onofre Unit 2 and 3 FSAR.
