Subject: Meeting Report No. 50-293/87-30

This refers to the Enforcement Conference held on September 9,1987, at the

NRC Region I office, King of Prussia, Pennsylvania, to discuss the findings of.

Special Inspection No. 50-293/87-30. The topics discussed at this meeting

included the status of your security program, allegations relative to deficiencies

in your security program, and the circumstances that resulted in the degradation

of a vital area barrier. These and other discussion topics are described in

the meeting report enclosed with this letter.

No reply to this letter is required. You will be notified of our evaluation

of appropriate enforcement action at a later time.

The attachment to the enclosed meeting report contains details of your

security program that have been determinwd to be exempt from public disclosure

in accordance with 10 CFR 73.21 (Safeguards Information). Therefore the

attachment will not be placed in the NRC Public Document Room and will receive

limited distribt, tion. This letter and the remainder of the report will be

placed in the Pubite Document Room, in accordance with 10 CFR 2.790(a).
