SUBJECT: NOTICE OF VIOLATION
(INSPECTION REPORT N05. 50-325/88-18 AND 50-324/88-18)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
William H. Ruland on May 1 - June 4, 1988.
The inspection included a review of
'
activities authorized for your Brunswick facility ^.
At the-conclusion of.the
inspection, the findings were discussed with those members of your staff
identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of selective examinations of procedures
'
and representative records, interviews with personnel, and observation of
i
activities in progress.

The inspection findings indicate that certain activities appeared to violate
.
NRC requirements.
One violation (325/88-18-01), references to pertinent
requirements, and elements to be included in your response are described in
'
the enclosed Notice of Violation.
In addition, three other violations
(324/88-18-03, 324/88-18-04, and 325,324/88-18-05) were identified.
These
violations are described in the enclosed Inspection Report and are under
consideration for escalated enforcement action.
Accordingly, no Notice of
Violation is being issued at this time, and no response to those particular
j
violations is required.
However, _ please be advised that the number and
'
,
characterization of violations described herein may change as a result of
further NRC review.
The first two of these violations were discussed during a
May 27, 1988 Enforcement Conference.
An Enforcement Conference to discuss the
third violation has been scheduled for July 7,1988.
You will be advised by
separate correspondence of the results of our deliberations on this matter.

Also, in one instance, because all of the criteria for categorization of
licensee-identified violations were met, the violation is not being cited.

The details pertaining to the licensee-identified violation are described in
paragraph 6.a of the enclosed Inspection Report.

clearance procedures of the Office of Management and Budget as required by the
Paperwork Reduction Act of 1980, PL 96-511.
