Concern:

IN-85-305-001 The basis for Element Report 2?l.6(B), Revision 1 is Employee Concern 1N-85-305-001 which raised a concern with bending of clamp ears on small B001 support clamps.

II.

Sumary of Issues The Employee Ccncerns Task Group (ECTG) report identified the following twc issues from the employee concern.

Excessive torque en bolts caused bending of clamp ears.

Clamps were modified to prevent this bending but the clamp manufacturer's concurrence was not obtained.

III. Evaluation A technical review of Employee Concerns Element Report 221.6(BT, Revision 1 was perforced by NCT Engineering, Inc. Under NRC Contract No. 05-E6-156. The results of this review are su:rmarized in the attached NCT technical evaluation report dated December 8,1987 on Employee Concerns Element Report 221.6(B),

Revision 1.

Element Report 221.6(B), Revision 1 found that the employee concern was valid for clamps to attached to the main piping runs due to excessive torque values specified on the drawings. TVA proposed corrective actions to address the finding in the ECTG report. The verification of the implementatien of TVA's corrective actions had not been completed by the ECTG at the tie.e of the staff review. The NCT review of Element Report 221.6(B), Revision 1 and TVA's corrective actions found that TVA's review of this issue was adequate.

The staff concurs with the conclusions presented in the NCT technical evaluation i

report.

i Based on the review of Employee Concerns Element Report 221.6(B), Pevision 1 and TVA's corrective actions, the staff concludes that Employee Concern IN-85-305-001 has been adequately addressed.

The final verification of TVA's t

corrective action by ECTG should be reviewed by the staff prior to Sequoyah restart.

Addendum l

The Safety Evaluation Report for this element report specified that NRC review of the final employee concerns element closcout verification report was an open j

restart issue.

This report has been received and reviewed by the staff.

Based on the staff review of the closecut verification report, the open restart issue is considered resolved.
