Follow-up on Previous Inspection Finding (Closed) Violation 267/8615-01: The NRC inspector determined by record review that key emergency response personnel had received training before being assigned an emergency preparedness organization position.
The licensee now requires persnnnel to receive appropriate training before being assigned en emergency response organization function.

Changes to the Emergency Plan (82204)
The NRC inspector reviewed the documents listed below, toured.the onsite emergency response facilities, and interviewed licensee representatives to
determine if changes had been made to the emergency preparedness program since the last NRC inspection and to note how these changes affected the overall state of emergency preparedness as required by 10 CFR 50.54(q).

Statien Emergency Organization The NRC inspector determined that the Document Control records showed changes to the Plan had been controlled in accordance with the requirements of 10 CFR 50.54(q), and appropriate personnel and organizations were sent copies of the Plan and procedural changes as require.

Shift Staffing and Augmentation (82205)-
The NRC inspector reviewed the documents listed below and interviewed licensee representatives to determine that shift staffing for emergencies was adequate in numbers and in functional capability.
Additionally, to determine that administrative ano physical means were available and maintained to augment the emergency organization timely.
(10 CFR 50.47(b)(2) and NUREG-0654, Table B-1).
No areas were noted where the licensee failed to meet the requirement.

The licensee should consider conducting an unannounced emergency
facility augmentation drill in the very near future and periodically thereafter.
No violations or deviations were identified in this program area.

Knowledge and Performance of Duties (82206)
The NRC inspector reviewed the documents listed below and interviewed licensee representatives to determine whether emergency response personnel understood their emergency response roles and could perform their assigned functions in accordance with the requirements of 10 CFR 50.47(b)(1).
Five simulated emergency walk-throughs were conducted with five emergency response personnel.

been established.
Randomly selected names of 21 emergency response team members were reviewed to determine if personnel had received required training.
Personnel had received training in the time specified by the licensee.
.The NRC inspector observed during the walk-throughs that most selected personnel demonstrated adequate understanding of their' emergency roles and performed assigned functions' satisfactorily.
One shift supervisor appeared weak in emergency classification and notification.. Additionally.
health _ physics personnel had not received training in the emergency response facilities environmental control systems, shielding, radiological monitoring system, and filter controls.
The NRC. inspector selected and reviewed three instructor RERP training guides.
The guides were.not current with the RERP.
No areas were noted where the licensee failed to meet the requirement.
The NRC inspector discussed the following observations with the licensee during the exit interview.

each procedure states the same training requirement; e.g., G.7 states annual +25 percent and TP-Training Procedure Administrative (TPAM)
states annual.

Observations are identified-in paragraphs 3, 4, and 5 of this report.
8.
Exit-Interview-The NRC inspector met with the NRC resident inspector and licensee representatives denoted in paragraph 1 on January 29, 1988, and summarized the scope and findings of the inspection as presented in this report.
The licensee committed to provide the shift supervisor, appearing weak in the area of emergency classification and notification, with additional training during the week of February 8,1988.
Additionally, health =
physics training would be modified to include information relating to the Technical Support Center environmental controls and facility information.
