Description of Event ,

On October 4, 1978, Westinghouse advised Vepco that a non-conservatism' l j

had been discovered in the calculations performed by the Axial Power Distribu-

. tion Monitoring System (APDMS). . Specifically,, the APDMS, in calculating LOCA peaking factor shape limits, K (Z) (T.S. Figure 3.2-2), rounds-off the three digit setpoint to two digits. Rounding off to two digits causes some of the Fj (Z) limit setpoints (T.S. 3.2.6) generated to be less conservative than the 1 Technical Specifications limits The largest possible non-conservatism is 1.11%. l This event is reportable under Technical Specification 6.9.1.8.b since roundoff error in the APDMS calculations resulted in Fj (Z) limit values that were less conservative than the limits in the Technical Specifications.

Probable Consequences of Occurrence i There were no adverse consequences associated with this occurrence. A review of the records has shown- that throughout the period of its use, the APDMS has indicated that more than enough margin has existed to accommodate this non-conservatism. In view of these circumstances, it is considered that the health and safety of the general public were not endangered.

Cause of Occurrence This occurrence was caused by a non-conservative calculational technique that is used by the APDMS.
