51072, MPA A-17)

Re: Big Rock Point Plant In May 1984 the NRC staff issued NUREG-0828, Integrated Plant Safety Assessment Systematic Evaluation Program Report (IPSAR), for the Big Rock Point Plant (the facility). IPSAR Section 5.a.12 Emergency Response Capability, presents the staff conclusions and recommendations with respect to the facility's instrument-ation to follow the course of an accident (Reg. Guide 1.97, Rev. 2).

By letter dated December 17, 1982, the staff issued a Safety Evaluation Report on Systematic Evaluation Program Topic VII-3, " Systems Required for Safe Shut-down," for the facility. This concluded that the present design is an acceptable alternative to current licensing quidelines. On this basis, the staff concluded, in IPSAR Section 5.4.12, that any additional instrumentation that may be necessary to enhance the facility operators' ability to follow the course of an accident will evolve from the Control Room Design Review as a part of the determination of the need for a Safety Parameter Display System (SPDS).

Since any appropriate facility modifications deemed prudent in light of Regulatory Guide 1.97, Rev. 2, will be addressed within the scope of the Detailed Control Room Design Review (DCRDR), this memorandum serves to complete the licensing activities for TAC # 51072 (MPA A-17), Instrumentation to Follow the Course of an Accident, for the facility.
