Inspection Report No. 50-219/85-39
This refers to the special safety inspection by Messrs. W. Bateman and
J. Wechselberger from December 2-6, and December 19, 1985, at the Oyster Creek
Nuclear Generating Station. This safety inspection was conducted to review the
issues associated with environmental qualification (EQ) of four main steam line
low pressure sensing devices. The findings were discussed with Mr. C. Tracy
and members of his staff after the conclusion of the inspection.
Although 10 CFR 50.49 required final qualification of electrical equipment im-
portant to safety by November 30, 1985, you failed until December 5, 1985 to
properly identify and evaluate for qualification the terminal blocks associated
with main steam line low pressure switches. Thus, an apparent violation of
NRC requirements is identified in the enclosed report.
In this regard, we are
considering appropriate enforcement action and will inform you of our decision
in the near future.
We are also concerned regarding your handling of environmental qualification
related deficiencies involving the terminal box enclosures around the terminal
blocks. This event indicates a weakness in your organization's ability (1) to
promptly evaluate EQ deficiencies and respond to them in accordance with 10 CFR 50.49, your Technical Specifications, and NRC Generic Letter 85-15, and (2) to
effectively and clearly communicate EQ information within your own organization
and to NRC. We anticipate requesting a response to these concerns at a later
date. No response to this report is required at this time.

Furthermore, as a result of the above findings, we plan to accelerate our in-
depth inspection of your overall implementation of the Environmental Qualifica-
tion Program required by 10 CFR 50.49. This inspection is now planned for
March, 1986.
