NOTICE OF DEVIATION Portland General Electric Company Docket No. 50-344 121 S. W. Salmon Street License No.NPF-1 Portland, Oregon 97204 As a result of the inspection conducted during the period January 28-30, and l February 24-28, 1986, a deviation from your commitments to the NRC was  ;

identified. In accordance with the General Statement of Policy and Procedure-for NRC Enforcement Actions, 10 CFR Part 2 Appendix C, as revised, 49 FR 8583 (March 8, 1984), the deviation was set forth below:

A. FSAR sections 6.4.4.1 and 9.4.1.3 and PGE III.D.3.4 submittal for TMI item III.D.3.4 January 2, 1981, state that, system CB-1 complies to Regulatory Guide 1.52, March 1972 (with few exceptions), which endorses ANSI /ASME N509. N509 states that: the heater stage shall be sized on the basis of reducing the maximum relative humidity to 70 percent and in 1.52 that: "...A low flow air bleed system should satisfy the single failure j criterion for providing low humidity (Jess than 70 percent relative ,

humidity) cooling air flow."

Contrary to the above, at the time of the inspection, the system humidistat was set at 85 percent during normal lineup, rather that at the 70 percent value indicated in the FSAR.
