Gentlemen:

Subject: NRC Inspection of Trojan Nuclear Plant

This refers to the special inspections conducted by Messrs. D. Willett,

J. Hayes and consultant J. Driscoll on January 28-30, and February 24-28,

1986, of activities authorized by NRC License No. NPF-1 and to the discussion

of our findings held with members of your staff at the conclusion of the

inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors and consultant.

Based on the results of this inspection, it appears that certain of your

activities was not conducted in compliance with NRC requirements. Enforcement

action by the NRC relating to the apparent violations of regulatory

requirements discussed in the attached report will be the subject of separate

correspondence. During this inspection, it was also found that one of your

activities appeared to deviate from your commitments in the FSAR. The

specific deficiency is described in the Notice of Deviation, enclosed herewith

as Appendix A.

Your response to the enclosed Notice of Eeviation is to be submitted to the

Nuclear Regulatory Commission as requested in the notices.

Due to the large number of discrepant conditions identified, the degraded

conditions and the manner in which the control room emergency ventilation

system has been operated and tested, we are concerned that the system would

not provide the necessary level of protection required during some plant

events and that the requirements co 10 CFR'50, Appendix A, General Design

'

Criteria 19, may not-have been fully effected. In addition, we are concerned

that your apparent, lack of appropriate management attention in assuring the

proper operation'and testing of the control room emergency ventilation system

resulted in a situation which allowed the disrepant conditions to exist for a

long period of time. 'In* addition to the response directed by the enclosed

notice, please address these issues in your reply.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
