Submittal of Decommissioning Plan and Request for Termination of Licenses

Dear Dr. Weiss:

Though General Atomics (GA) continues to offer TRIGA research reactors and related facilities, equipment, materials, fuel and services, GA has decided to permanently cease all TRIGA reactor operations at its main site in San Diego, California.

As you are aware, GA has permanently ceased operation of its TRIGA Mark F non-power reactor and its liconse (R-67) to operate this reactor has been amended to authorize possession only. Therefore, pursuant to the requirements of 10 CFR 50.82, GA herewith submits a decommissioning plan and request for termination of License R-67.

Further, as you are also aware, GA has a request pending for a possession only license amendment to its TRIGA Mark i reactor license (R-38).

The enclosed decommiccioning plan also addresses GA's TRIGA Mark I reactor. Accordingly, GA hereby also requests termination of License R-38.

l The objective of GA's TRIGA Reactor Facility Decommissioning Plan is to obtain regulatory release of the facility and associated site to unrestricted use. The approach will be to decontaminate and dismantle the facility and, as necessary, remediate the soil to achieve a site that meets the approved criteria for release to unrestricted use. The enclosed decommissioning plan addresses the entire TRIGA Reactor Facility. This facility houses the Mark I and Mark F reactors plus what remains of the decommissioned Mark lli reactor (namely the pool and certain remaining activated reactor components stored therein). The Mark Ill facility license (R-100) was terminated on December 10,1975.
