The Nuclear Regulatory Comission (the Comission) has found that:
A.
The application for amendment to Facility Operating License No. R-38, filed by GA Technologies, Inc. (the licensee), dated February 26, Energy Act of 1954,~ as amended (the Act)quirements of the Atomic 1987, complies with the standards and re

regulations as set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the amended license, the provisions of the Act, and the' rules ~ and regulations of the Comission; C.
There is reasonable assurance:
(1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.
The issuance of this amendu.ent will not be inimical,to the common defense and security or to the health.and safety of.-the p'ublic;.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied; and F.
Publication of' notice of this amendm'ent is not required since it does not involve a significant hazards consideration nor amendment of a license of the type described in 10 CFR Section 2.106(a)(2).

Accordingly, paragraph 2.C.(1) of License No. R-38 is hereby amended to read as follows:
(1) Maximum Power Level The licensee may operate the reactor at power levels.not in excess of 250 kilowatts (thermal) and, in the pulsing mode, with reactivity insertions not to exceed $3.00.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of License No. R-38 is hereby amended to read as follows:
(2) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 27, are hereby incorporated in the license.
The licensee shall operate the facility in accordance with the

-This license amendment is effective as of its date of issuance.

7.0 REACTOR OPERATIONS 7.1-The operating power level shall not be intentionally raised above 250 kW except for pulsing operation.
- 7. 2 The maximum available excess reactivity (cold with expc -
me nt s, if any, in place) shall be:
a.
$5. 00 during steady-state operations, or b.
$3. 25 during transient operations.
- 7. 3 The maximum reactivity insertion during transient operations shall be $3. 00.
- 7. 4 Maximum fuel tempe rature:
a.
The maximum fuel temperature as measured by a standard thermocouple shall be 800*C for standard high hydride fuel elements.
b.
The maximum allowable fuel temperature shall be 530'C for standard low hydride fuel elements or aluminum-clad clements.
- 7. 5 The maximum reactivity worth of any transient control rod shall be $3. 00.
- 8. 0 EX PER IM E NT S 8.1 Experiment Approval Procedures i
8.1.1 Routinc experiments may be performed at the discre-tion of the Physicist-in-Charge or his designated alternate, without the necessity of any further review or approval.
S.1.2 Prior to performing any reactor experiment which is not a routine experiment, the proposed experiment shall be evaluated by a person or persons appointed by the Physicist-in-Charge to be re sponsible for reactor safety. He shall consider the experiment in terms of its effect on reactor operation and the possibility and consequence s of its f ailure s, including, where significant, consideration of chemical reac-tions, physical integrity, design life, proper cooling, inter-action with core components, and reactivity effects.
8.1. 3 Modified routine experiments may be performed at the discretion of the Physicist-in-Charge without the necessity of

any further review or approval provided that the evaluation j
performed in accordance with Section 8.1.2 results in a deter-i mination that the hazards associated with the modified routine experiment are neither greater norsignificantly different than those involved with the corresponding routine experiment which shall be referenced.
