Technical Specification Change Request Regarding Administrative Controls - McGuire Nuclear,Spation, Units 1 and 2~

Your letter of April 25, 1985, requested various changes to the McGuire Tech-nical Specifications, Sectior 6, Administrative Controls. One of the proposed changes was to Specificatior, 6.12.1.c. This specification requires that any individual or group of individuals permitted to enter a high radiation area and not provided 4th a .certain radiaticri monitoring physics device shall be accompanied by "a he.alth physids qualified individual (i.e., qualified in radiation protection procedures)" who has a radiation dose rate monitoring device and specified responsibilities. The proposed change would replace this-latter ir.d'ividual with "an individual qualified in radiation protection procedures".  :

We are unable to determine from your submittal whether the-proposed change is a matter o'f senentics, or is a relaxation of the position qualification requirements,. Your submittal does not discuss (1).the training and quali-fications of this individual (whose responsibilities include providing positive control over the activities within the high radiation area, as well as performing periodic radiation surveillance)*, nor (2).!the restric-tions, if Any, placed on this individual to assure that he/she does not perfonn health physics functions outside his/her qualifications. Without such additional information, we are unable to agree with your conclusions that the proposed change would not impact plant safety or involve a. sig-nificant reduction in a margin of safety. .

Pending submittal of ad11tional information clarifying and justifying this' change, we propose to take no further action on this portion of your request.
