Document Control Desk Washington, DC 20555 This letter forwards Licensee Event Report (LER) 97-004-01, documenting an event that occurred at Millstone Nuclear Power Station, Unit No.1 on January 27, 1997. This LER is submitted pursuant to 10CFR50.73(a)(2)(ii).

This supplemental report documents the closure of Commitment No. B16213-1 "NNECO commits that a radiological assessment will be performed by March 21,1997, to determine the impact on off-site dose calculations based on the additional leakage from the penetration X-24.

Based on the results, an engineering evaluation will be performed on containment isolation valve 1-RC-206 to determine the corrective actions r< quired to assure that the offsite dose remains within allowable limits. The results of the radiological assessment and any required corrective actions will be provided in a supplement to this report by April 30,1997." The corrective actions for this event have been identified.

The following is Northeast Nuclear Energy Company's (NNECO's) commitment made within this letter. All other statements made within this letter are for information only.

B16399-1 NNECO commits that containment isolation valve 1-RC-206 will be modified to close within 60 seconds prior to primary containment being required for operating Cycle 16.
