ST. LUCIE UNITS 1 AND 2 PRESSURIZED THERMAL SHOCK EVALUATION Plant Name:

i on ng By letter dated May 14. 1996, the licensee submitted a pressurized thermal shock (PTS) evaluation for St. Lucie Units 1 and 2.
In addition, proprietary and non-proprietary copies of the Combustion Engineering Owner's Group (CE0G) report CEN-405-P. Revision 2. " Application of Reactor Vessel Surveillance Data for Embrittlement Management" was enclosed for NRC review and approval. By teleconference conducted on August 27. 1996, the staff suggested that the licensee submit new proprietary and non-3roprietary reports that reflect that data extracted from the power reactor em]rittlement database (PR-EDB) are
'non-proprietary.
In a memorandum to F.J. Hebdon from K.R. Wichman dated August 1. 1996, the staff described its objections to one approach proposed in the report. the margin reduction approach (HRA).
The MRA does not give a sound technical basis for the proposed reduction factors, es)ecially since the limiting material is not present in the subject or a lost reactor vessel.
In addition.
the MRA propces a methodology that is not in accordance with the PTS rule.
Therefore, the staff intends to conduct no further review on Section VI. of CEN-405-P which de cribes the MRA.
