Florida Power and Light Company H95484/H95485 Complete By letter dated Hay 14.

1996. the licensee submitted a pressurized thermal shock (PTS) evaluation for St. Lucie Units 1 and 2.

In addition. proprietary and non-proprietary copies of the Combustion Engineering Owner's Group (CEOG) report CEN-405-P, Revision 2, "Application of Reactor Vessel Surveillance Data tor Embrittlement Hanagement" were enclosed for NRC review and approval.

By teleconference conducted on August 27, 1996. the NRC staff'uggested that the licensee submit new proprietary and non-proprietary reports since data extracted from the power reactor embrittlement database (PR-EDB) are non-proprietary.

New proprietary and non-proprietary versions of CEN-405-P (designated Revision 3) were submitted by letter dated September 23.

Additional information was provided by letters dated January 14 and Hay 16, 1997.

The January 14.

1997 letter changed the requested approval date from April 1, 1997 to April 1, 1998 due to scheduling outage changes.

The Haterials and Chemical Engineering Branch of the Division of Engineering has completed its review of the licensee's submittal.

2 II evaluation, which is attached, we have concluded that the St. Lucie Units 1 and 2 reactor vessels are projected to be below the PTS screening criteria at the expiration of their licenses.

Since this conclusion is'ependent upon the availablel chemistry data and surveillance data. it is subject to change'hen, new data become available.
