Complete By letter dated March 19, 1994 Florida Power and Light (FPL), the licensee for St. Lucie Power Plant, proposed changes to the Technical Specifications (TS) for the Unit 1 facility. Specifically, the proposed changes are to TS figure 2.1-1, Tables 2.2-1 and 3.2-1 and the associated TS Bases pages 82-1 and B2-2, and are related to a reduction of the reactor coolant system (RCS) design flow i

i due to anticipated increase in steam generator tube plugging.

The Reactor Systems Branch has reviewed the licensee's submittal and finds the proposed changes acceptable. The Safety Evaluation is included as Attachment I and the Systematic Assessment of Licensee Performance is included as Attachment 2.

This completes our efforts on TAC No. M86064.
