Mr. J. H. Goldberg G. Lainas D. Verrelli, RII President - Nuclear Division H. Berkow Florida Power and Light Company E. Tana Post Office Box 14000 Juno Beach, Florida 33408-0420 4

Dear Mr. Goldberg:

SUBJECT:

INSERVICE TESTING PROGRAM RELIEF REQUEST PR ST. LUCIE PLANT, 3

UNIT 1 - TAC NO. M88783 By letter dated January 7, 1994, Florida Power & Light Company (FPL) submitted modified Relief Request PR-12. FPL also informed the staff that Relief Request PR-13 was deleted following further evaluation by the licensee. PR-12 had been previously granted in NRC's Safety Evaluation (SE) dated January 29, 1993, on an interim tasis to allow FPL to further review the basis for relief.

The revised relief request containing additional information to support the FPL's proposed alternate method of testing is granted. Pursuant to 10 CFR 50.55a(3)(ii) the staff has authorized the proposed alternate testing based on a finding that compliance with the code would result in hardship or unusual difficulty ~without a compensatory increase in the level of quality and safety.

j Our evaluation is contained in the enclosed SE.

Sincerely, (Original Signed By)

Jan A. Norris, Sr. Project Manager i
