FOR TURKEY POINT UNITS 3 AND 4 AND ST.

LUCIE UNITS 1

AND 2 We have reviewed the change discussed in your letter (L-93-275) dated December 7,

1993.

The change involves revising the structure of your Quality Assurance Program (QAP) procedures.

The current QAP procedure structure contains three levels:

(1) Florida Power and Light Topical Quality Assurance Report (TQAR); (2) Quality Procedures (QPs);

and (3) Quality Instructions (QIs).

Your letter specifies that you intend to eliminate QPs from the current three level structure.

This change was discussed with Hr.

Symes of your staff on January 5,

1994, who clarified aspects of this change regarding the department and organization responsibilities contained in the QPs.

The responsibilities and actions currently contained in the QPs will be placed in the appropriate TQAR sections and the applicable QIs.

Based on our review of your submittal, we have concluded that the change is not a reduction in commitments and is therefore acceptable.

Your QA program continues to satisfy 10 CFR 50, Appendix B requirements.
