ALSO ST. LUCIE UNITS 1 AND 2 LICENSE AMEN 0MENTS - RE TURBINE TRIP SETPOINT RELAXATION - (TAC NOS. M828 By letter dated October 2,1989, Florida Power and Light (FPL) submitted the topical report NTH-TR-01, "RETRAN Model Qualification, Decrease in Heat Removal by the Secondary System" for staff review.
Additional information was submitted on May 2, 1991, May 19, 1992, and September 25, 1993.
k FPL's objective was to obtain NRC approval for the use of RETRAN-02 in licensin removal.g actions involving transient events with decreased secondary heat In Generic Letter (GL) 83-11, the staff took the position that each licensee must demonstrate technical competence and develop its own analytical capability to perform plant transient estimates.
The staff review of NTH-TR-01 and related information sought to establish that the licensee met the recommendations in GL 83-11.

This issue has been under NRC review for over 4 years. Review of the submitted information, including responses to staff requests for additional information, indicate that FPL has not justified its steam generator nodalization for either the Turkey Point or St. Lucie plants.
Repeated requests for information to complete the review yielded no new information; therefore, the staff has discontinued this effort. The staff will consider further review when s+

. steam generator water level, as described in the attached Safety Evaluation and the Technical Evaluation prepared by the International Technical Services, Inc., our contractor.
As a related item for St. Lucie Units 1 and 2, the staff will not proceed with the review of FPL request " Proposed License Amendments, Reactor Trip by Turbine Trip Setpoint Relaxation" (TAC Nos. M82874 and M82875), which FPL submitted by letter dated February 25, 1992 (L-92-018). As noted in that submittal letter, the approval of these amendments is dependent upon NRC approving the RETRAN model qualification.
