ACTIVITIES IN NUCLEAR POWER PLANT REACTORS AGAINST RADIOLOGICAL SABOTAGE (TAC NOS. M87318, M87319, M87316 AND M87317)

By letter dated October 13, 1993, Florida Power and Light Company (FPL or the licensee) requested exemption from certain requirements of Title 10 Code of Federal Regulati*ons Part 73.55 " Requirements for physical protection of licensed activities in nuclear power plant reactors against radiological sabotage." Specifically, the licensee requested exemption from 10 CFR 73.55(d)(5) requirements relating to issuance, storage and retrieval of badges for unescorted access to the protected areas, to allow implementation of a hand geometry biometric system of site access control such that photograph identification badges can be taken offsite.

We are forwarding a copy of the October 13, 1993 letter for your information.

Please note that Attachment 2 to the October 13, 1993 letter contains safeguards information and is, therefore, not included. Attachment 2 includes actual changes to Physical Security Plans consistent with the licensee's request for exemption.

The U.S. Nuclear Regulatory Commission is considering issuance of the proposed 4

exemption.

Please let us know if you have any comments regarding environmental impact of the proposed action.
