By letter dated October 13, 1993, Florida Power and Light Company (FPL or the licensee) requested exemption from certain requirements of Title 10 Code of Federal Regulations Part 73.55 "Requirements for physical protection of licensed activities in nuclear power plant reactors against radiological sabotage,"

to allow implementation of a hand geometry biometric system of site access control such that photograph identification badges can be taken offsite.

By administrative error, the October 13, 1993 letter was filed with the Public Document Rooms without including the Attachment 1 to the letter.

By this memorandum the October 13, 1993 letter with Attachment 1 is being forwarded to the PDRs.

It should be noted that the NRC has determined that Attachment 2 of the licensee's October 13, 1993 letter, which provided changes to Physical Security Plans, contains safeguards information.

Accordingly, Attachment 2 is not included.
