Complete On July 30, 1993 the staff of the Florida Power and Light Coepany (FPL, the licensee), submitted a request for relief from the American Society of Mechanical Engineers (ASME) Code,Section XI requirements regarding repair of ASME Class 1, 2, or 3 structures.

The licensee seeks to perform a temporary non-ASME Section XI repair of the Saint Lucie Unit I refueling water tank (RWT), an ASME Code Class 2 structure. The FPL staff discovered a few weeks earlier that the bottom plate of the tank contained a small pinhole leak.

As detailed in the attached safety evaluation the staff has determined that code repair requirements in this case are impractical, as defined under the provisions of 10 CFR 50.55a(g)(6)(1), and that granting of the requested relief is authorized by law and will not endanger 1tfe or property or the common defense or security and is otherwise in the public interest, given due consideration to the burden upon the licensee and facility that could result if the code requirements were imposed on the facility.

Therefore, pursuant to 10 CFR 50.55a(g)(6)(1), relief is granted until the next schelduled refueling outage for the St. Lucie Unit I factitty, upon which the leaking portion of the RWT is required to be repaired or replaced in accordance with the appropriate provisions of the ASME Code,Section XI.
