I, Jean M. DiLuzio, being duly sworn according to law, de-pose and say as follows:

1. My name is Jean M. DiLuzio. I am employed by Georgia Power Company in the position of Nuclear Emergency Planning Supervisor. My business address is Georgia Power Company, 333 Piedmont Avenue, Atlanta, Georgia 30308. A summary of my professional qualifications is attached to this affidavit as Exhibit A.
2. The purpose of this affidavit is to support "Appli-cants' Motion For Summary Disposition of Joint Intervenors' Contention EP-2/EP-2(h)," which concerns the provision of emer-gency public information for transients within the Vogtle plume exposure pathway Emergency Planning Zone ("EPZ"). t.g personal knowledge of the matters set forth herein and believe them to be true and correct.

3. All Vogtle construction workers, plant personnel and contractor personnel receive instruction on the methods of per-scanel notification and required protective actions in the event of a Vogtle emergency. (Any untrained individuals who are on-site for.a brief period are required to be escorted by a trained individual.)
4. At the Vogtle Visitors Center, warning signs will be posted and brochures made available to all visitors. In addi-tion, visitors to the Center will be under the supervision of the Center's staff who will have receive'd General Employee Training.
5. Prior to fuel load at Vogtle, and annually thereaf-ter, Georgia Power Company will provide all commercial estab-lishments with a supply of the Georgia edition of the Vogtle i

emergency public information brochure, " Safety Information --

Plans To Help You During Emergencies," for distribution to non-resident employees. The motel will also be provided with a supply of the brochures for distribution to guests.

6. Prior to fuel load, and annually thereafter, Georgia Power Company will provide all timber companies operating in the EPZ with a supply of the brochures, for distribution to employees.

7. Prior to fuel load, and annually thereafter, Georgia Power Company will provide each hunting club in the EPZ with a supply of brochures, for distribution to their membership.

U. Prior to fuel load, and annually thereafter (until the school closes), Georgia Power Company will provide Girard Elementary School with a supply of brochures, for distribution to school staff and parents of students attending the school.

9. Prior to fuel load, and annually thereafter, Georgia Power Company will provide a supply of the brochures'to the Augusta office of the Agricultural Stabilization and Conserva-tion Service ("ASCS") of the U.S. Department of Agriculture, for distribution to farmers using land in the EPZ.
10. Prior to fuel load at Vogtle, and annually thereaf-ter, Georgia Power Company will provide Creek Plantation man-agement with a supply of the South Carolina edition of the Vogtle emergency public information brochure, " Safety In-formation -- Plans to Help You During Emergencies," for diatri-bution to all employees and visitors to the plantation.
11. Prior to fuel load at Vogtle, and annually thereaf-ter, Georgia Power Company will provide Cowden Plantation man-agement with a supply of brochures, for distribution to all employees and sportsmen at the plantation.
12. Prior to fuel load, and annually thereafter, Georgia Power Company will provide the pastors of all churches in the EPZ with supplies of the brochures, for distribution to the l church congregations.

13. Prior to fuel load, and annually thereafter, Georgia Power Company will provide Seaboard Coast Line railroad with a supply of brochures, for distribution to all railroad employees who work within the EPZ.
14. Georgia Power Company will provide large outdoor warning signs to appropriate local officials and landowners, for posting near Steel Creek Landing, at Miller's Pond, at the boat launches within the Burke County portion of the EPZ, and on both banks of the Savannah River at the up-river and down-river boundaries of the EPZ. These warning signs will in-form the reader that he is near. Plant Vogtle, indicate how no-tification of an emergency would be provided, and explain what actions should be taken if a warning is received. The signs will also list appropriate EBS stations for the area, and will refer the reader to the local telephone directory.
15. Georgia Power Company will provide smaller warning signs / notices, for posting at strategic locations in the EPZ, such as commercial establishments (including gas stations, stores and the motel). These warning signs / notices will inform the reader that he is near Plant Vogtle, indicate how notifica-  !

l tion of an emergency would be provided, explain what sations should be taken if a warning is received, list appropriate EBS l

stations for the area, and refer the reader to the local tele-phone directory.

16. Georgia Power Company will also provide warning signs / notices to the Augusta ASCS office, and to all churches in the EPZ, for posting on their premises.
17. Georgia Power Company will place stickers on or near all public telephones within the EPZ. The stickers will inform the reader that he is near Plant Vogtle, indicate how notifica-tion of an emergency would be provided, explain what actions should be taken if a warning is received, list appropriate EBS stations for the area, and refer the reader to the telephone directory insert.

Coordinated radiological monitoring program (routine as well as emergency) in accordance with state and federal regulations. Assisted in site surveys for the nuclear project. Performed and assisted in dose and exposure calculations, radiation source. term estimates, site boundary dose estimates, etc., as required by state and federal regulations.

Nuclear Chemist (1974-1976) for Oak Ridge National Laboratory, Oak Ridge, Tennessee. Responsible for instrumental analysis, preparation and evaluation of environmental and radioactive samples. Became acquainted with DOE standards and instrumentation used for updating and implenienting chemical procedures. Involved with a computer program for isotopic identification on gamma scan ahalysis.
