AFFIDAVIT OF HAROLD W. AWBREY ,

ON CONTENTION EP-2/EP-2(h) i COUNTY OF ALLENDALE )

STATE OF SOUTH CAROLINA )

I, Harc1d W. Awbrey, being duly sworn according to law, depose and say as follows:

1. My name is Harold W. Awbrey. I am the Director of the Allendale County Disaster' Preparedness Agency. My business

! address is P. O. Box 507, Allendale, South Carolina 29810. A i

{ summary of my professional qualifications is attached to this affidavit as Exhibit A.

} 2. The purpose of this affidavit is to support "Appli-l cants' Motion For Summary Disposition of Joint Intervenors' Contention EP-2/EP-2(h)," which concerns the provision of emer-

,i gency public information for transients within the Vogtle plume S

exposure pathway Emergency Planning Zone ("EPZ"). I have per-sonal knowledge of the matters set forth herein and believe them to be true and correct.

3. The portion of Allendale County that lies within the EPZ consists of approximately one and one half square miles of the Creek Plantation. The Creek Plantation is a privately-owned breeding farm for quarter horses, which extends into neighboring Barnwell County. There is a section of track of the Seaboard Coast Line (a freight railroad) within the Allendale County portion of the EPZ, and a short segment (less than one-half mile) of South Carolina Route 125 hounds the EPZ on the north. There are no phone booths, or hotels, motels, gas stations or other such commercial establishments in the Allendale County portion of the EPZ. The transient population in this part of the EPZ is therefore limited to Creek Planta-tion employees and visitors, motorists on Route 125, and any ,

Seaboard Coast Line crew operating in the area.

4. The identification of these transient populations is the result of a thorough survey of the small portion of Allendale County within the EPZ. All roadways have been recon-noitered to identify local usage (e.g., agricultural and recre-ational land, boat landings, commercial establishments, etc).

Follow-up information has been obtained from property owners, the county tax assessor's office, county law enforcement agen-cies, county emergency preparedness planners, and county elect-ed officials. A comprehensive program has been designed to provide information to transients within the Allendale County portion of the EPZ, and will be fully implemented prior to fuel load at Vogtle.

5. Prior to fuel load at Vogtle, and annually thereaf-ter, Georgia Power Company will provide plantation management with a supply of the South Carolina edition of the Vogtle emer-gency public information brochure, " Safety Information -- Plans To Help You During Emergencies," for distribution to all 3

employees and visitors to the plantation.

6. Any motorists on the small segment of Route 125 with-in the Allendale County portion of the EPZ either are visitors to the Creek Plantation or are simply passing through this part of the EPZ. The provisions for emergency public information for visitors to the Creek Plantation (including motorists) are described above; any other motorists spend less than two minutes within the Allendale County portion of the EPZ.

7. Further, prior to fuel load at Vogtle, and annually '

thereafter, Georgia Power Company also will provide Seaboard Cost Line railroad with a supply of the emergency public in-formation brochures, for distribution to all railroad employees who work within the EPZ.

8. -Finally, the local telephone directory will include emergency public information such as means of notification, ac-tions to be taken if a warning is received, and appropriate EBS stations for the area. Thus, adequate measures are being taken to provide emergency public information for transients.
