I, Bobby R. Mauney, being duly sworn according to law, de- '

pose and say as follows:

1. My name is Bobby R. Mauney. I am the Emergency Pre-paredness Coordinator for the Aiken County Department of Emer-gency Services. My business address is 828 Richland Avenue West, Aiken, South Carolina 29801. A summary of my profession-al qualifications is attached to this affidavit as Exhibit A.
2. The purpose of this affidavit is to support "Appli-cants' Motion For Summary Disposition of Joint Intervenors' Contention EP-2/EP-2(h)," which concerns the provision of emer-gency public information for transients within the Vogtle plume exposure pathway Emergency Planning Zone ("EPZ"). I have per-sonal knowledge of the matters set forth herein and believe them to be true and correct.

3. The portion of Aiken County that lies within the EPZ consists of part of the Savannah River Plant and part of the Cowden Plantation. The portion of the Cowden Plantation within the EPZ consists of approximately 6.5 square miles of undevelaped land, which is largely forested and swamp land, at the perimeter of the EPZ. A small section of track of the Seaboard Coast Line (a freight railroad) forms part of the EPZ boundary. There are no phone booths, or hotels, motels, gas stations or other such commercial establishments in the Aiken County portion of the EPZ. Cowden Plantation is privately owned and is used principally for hunting and occasionally for fishing. Access to the plantation is restricted, and hunting and fishing are limited to defined areas and to individuals who have the express permission of the plantation owner. The tran-sient population at Cowden Plantation is therefore limited to sportsmen and employees of the plantation, as well as any Seaboard Coast Line crew operating in the area.
4. The identification of these transient populations is the result of a thorough survey of the portion of Aiken County that lies within the EPZ. All public roadways have been recon-noitered to identify local usage (e.g., agricultural and recre-ational land, boat landings, commercial establishments, etc.).

Follow-up information has been obtained from property owners, the county tax assessor's office, county law enforcement agen- .

elected officials. A comprehensive program has been designed to-provide'information to transients within the Aiken County  !

portion of the EPZ, and will be fully implemented prior to fuel load.

5. Prior to fuel load at Vogtle, and annually thereaf-ter, Georgia Power Company will provide plantation management with a supply of the South Carolina edition of the Vogtle emer-gency public information brochure, " Safety Information -- Plans To Help You During Emergencies," for distribution to all employees and sportsmen at the plantation.
6. Prior to fuel load at Vogtle, and annually thereaf-
ter, Georgia Power Company also will provide Seaboard Coast Line railroad with a supply of the brochures, for distribution

! to all railroad employees who work within the EPZ.

7. Finally, the local telephone directory will include emergency public information such as means of notification, ac-tions to be taken if a warning is received, and appropriate EBS stations for the area. Thus, 4
