I, Herman E. Wald, being duly sworn according to law, de-pose and say as follows:

1. My name is Herman E. Wald. I am the Coordinator of f

the Be.rnwell County Emergency Preparedness Agency. My business address is Old Jailhouse Building, Perry and Main Streets, Barnwell, South Carolina 29812. A summary of my professional qualifications is attached to this affidavit as Exhibit A.

2. The purpose of this affidavit is to support "Appli-cants' Motion For Summary Disposition of Joint Intervenors' l

Contention EP-2/EP-2(h)," which concerns the provision of emer- i gency public information for transients within the Vogtle plume )

exposure pathway Emergency Planning Zone ("EPZ"). I have per-sonal knowledge of tha matters set forth herein and believe them to be true and correct.

3. The portion of Barnwell County that lies within the EPZ consists of part of the Savannah River Plant and approxi-mately one and one half additional square miles. The Creek Plantation accounts for most of the approximately one and one half square miles of the EPZ for which Barnwell County is re-sponsible. The Creek Plantation extends into neighboring Allendale County and is a privately-owned breeding farm for quarter horses. Also included within the Barnwell County por-tion of the EPZ are St. Mary's Baptist Church, a public right-of-way leading to Steel Creek Landing (a coat launch),

and a section of track of the Seaboard Coast Line (a freight railroad). A short segment (less than one-half mile) of South Carolina Route 125 partially bounds the EPZ on the north.

There are no phone booths, or hotels, motels, gas stations or other such commercial establishments in the Barnwell County portion of the EPZ. The transient population in this part of the EPZ is therefore limited to Creek Plantation employees and visitors, motorists on Route 125, sportsmen using Steel Creek Landing, the church congregation, and any Seaboard Coast Line crew operating in the area.

4. The identification of these transient populations is the result of a thorough survey of the small portion of Barnwell County within the EPZ. All roadways have been recon-noitered to identify local usage (e.g., agricultural and recre-ational land, boat landings, commercial establishments, etc.).

Follow-up information has been obtained from property owners, a_.

the county tax assessor's office, county law enforcement agen-cies, county emergency prereredness planners, and county elect-ed officials. A comprehensive program has been designed to provide information to transients within the Barnwell County portion of the EPZ, and will be fully implemented prior to fuel load.

5. Prior to fuel load at Vogtle, and annually thereaf-ter, Georgia Power Company will provide plantation management with a supply of the South Carolina edition of the Vogtle emer-gency public information brochure, " Safety Information -- Plans To Help You During Emergencies," for distribution to all employees and visitors to the plantation.
6. Prior to fuel ic ad, Georgia Power Company will also provide outdoor warning signs for posting near Steel Creek Landing, to provide emergency public information to sportsmen.

These warning signs will inform the reader that he is near Plant Vogtle, indicate how notification of an emergency would be provided, and explain what actions should be taken if a warning is received. The signs will also list appropriate EBS stations for the area, and will refer the reader to the local telephone directory, which will include more detailed in-formation.

7. Also prior to fuel load, and annually thereafter, Georgia Power Company will provide the pastor of St. Mary's Baptist Church with a supply of the emergency public in-formation brochures, for distribution to the congregation of l

Tho church will also be provided with an indoor warning notice, for posting on church premises.

The provi-sions for emergency public information for visitors to the plantation, the landing, and the church are described above; any other motorists spend less than two minutes within the Barnwell County portion of the EPZ.
