OF SEPTEMBER 4 AND 5, 1985 CASELOAD FORECAST PANEL VISIT
.By letter dated May 24, 1985, the NRC informed Public Service Company of New Hampshire (PSN;l) that we planned a Caseload Forecast Panel visit at the Seabrook site on July 9, 10, and 11, 1985 to assess the status of construction.
To facilitate our assessment, we requested in that letter that PSNH respond to a number of detailed questions on the status of Seabrook construction and the status of preparation for fuel load.
By letter dated June 14, 1985, PSNH
/ requested the staff reschedule the visit to September 4, 5 and 6,1985 and the staff agreed to this request.
PSNH provided the requested information to the May 24, 1985 letter by letter dated August 19, 1985.
..On September 4,1985, the NRC Caseload Forecast Panel visited the Seabrook
' site and met with your staff to discuss the information supplied to our questions, to observe firsthand the construction progress and to assess PSNH's projected fuel load date. At a meeting preceding the plant tour, PSNH discussed the status of the construction completion and presented the panel with the then current Seabrook Project Milestone Network dated August 30, 1985.
That schedule identified a PSNH projected fuel load date of June 30, 1986.
l The Caseload Forecast Panel toured the facility on September 5,1985 with PSNH representatives to observe the construction progress and preparations for preoperational and hot functional testing. Following the tour, the staff met with PSNH and discussed the progress of Seabrook's preoperational testing program as compared with the schedule of actual completion of those tests at Callaway and Wolf Creek, which are plants very similar to Seabrook Unit 1.

Construction commodities, in particular large bore hangers, small bore hangers, cable terminations, HVAC duct / hangers, insulation, painting, penetration sealant, radiation monitoring and cable tray bracing.

e BIP turnovers Startup tests Operating procedures SER open items A number of the bulk commodity items such as HVAC duct / hangers, insulation, penetration sealant, cable tray bracing and painting were identified by your staff as major areas of concern. Based on the information provided by your staff and our observations, we would agree with your staff's assessment of the major areas of concern. We also recognize that the uncertainty and changes to both near-term and far-term funding levels have necessitated many replanning actions and that the overall Project schedule performance has been impacted.
We also note that presently the near-term funding uncertainties have been reduced because of favorable joint owner and PUC actions.
Based on our revie'w of the information provided by PSNH and our observations during the September 4 and 5,1985 site visit, the Caseload Forecast Panel considers that completion of the Seabrook Station, Unit I constructinn in time to meet a June 1986 fuel load date is reasonable; however, it represents an aggressive and optimistic schedule (particularly in licht of the impacted Project schedule due to uncertainties of near-and far-term funding levels and the need to accelerate certain work activities). While arriving at this consideration, and recognizing that some construction contingency has been scheduled by PSNH, fuel load should more likely be achieved in the third quarter of calendar 1986. Moreover, successful completion in a timely manner will be required by PSNH to conclude their programs within the projected range of dates.
The NRC staff will allocate its resources to assure that the NRC licensing review is completed on a schedule compatible with the applicant's June 30, 1986 projected fuel load date.
