Gentlemen:

Subject: Inspection Report No. 50-293/85-32 l

A routine radiological safety inspection was conducted by Mr. R. L. Nimitz on l

November 17-22, 1985 of your Pilgrim Nuclear Power Station. The findings of

the inspection were discussed with Mr. A. L. Oxsen at the conclusion of the

-

inspection.

The inspection covered implementation of your Radiological Improvement

Program, radiological controls for fuel pool re-racking and radwaste

concentrator removal, and calibration and testing of effluent monitors.

Regarding fuel pool and concentrator work, some concerns were identified in the

area of management oversight of the work. These concerns have been discussed

and acknowledged by your staff, and corrective actions are being implemented.

In-field radiological cont.rols for the concentrator work were commendable.

Regarding the Radiological Improvement Program (RIP), some concerns were

identified in the area of technical adequacy and quality of procedures being

developed to satisfy RIP commitments. Your staff has taken action to resolve

this concern.

Two violations were identified. The first involved failure to perform monthly

tests on waste gas monitors. Please reply to this matter in accordance with

the enclosed Appendix A. The second violation involved failure to perform a

proper search of a package brought into the protected area.

Our review of this security problem indicated inadequate corrective action was

taken by your contracted security force when this problem was brought to their

attention by our inspector. Although BEco Security staff took timely correc-

tive action for this problem once they became aware of it, we are concerned

about the adequacy of the response to this problem by your contractor. Please

respond to this matter in accordance with the enclosed Appendix B. In your

response, you should identify what actions have been taken to improve the

response of your security contractor to identified problems.
