Plant Support

  • A very good records and reports program was in place. The security staff was correctly reporting security events. Trending and analysis of information was very good (Section S1.1).
  • Security systems normally were repaired in a timely manner. A very good testing and maintenance program was conducted and properly documcnted (Section 2.1).
  • The assessment aids generally provided proper assessment of the perimeter detection zones. Security posts properly compensated for degraded closed-circuit j

television cameras (Section 2.2).

  • The protected area intro::!or detection system was functional, effective, and l operated as required by the physical security plan (Section 2.3).
  • Vital area barriers and detection systems were in place and effective. Unlocked vital area doors caused by a computer software problem were resolved (Section 2.4).
  • Alarm stations were redundant and alarm station operators were knowledgeable of their duties. Communications capabilities were in accordance with security plan requirements (Section 2.5).
  • Security lighting within the protected area was good (Section 2.6).
  • Security plan changes were submitted in accordance with NRC requirements and the changes did not decrease the effectiveness of the plans. Security procedures were consistent with the security plans (Section 3.1).

The compensatory measures program was effectively implemented. Security personnel were well trained on the program requirements (Section 4.1).

An effective program for searching personnel, packages, and material was in plac Security personnel operating the equipment were well trained. A noncited violation for failure to ensure unauthorized materials or devices did not enter the protected area was identified (Section 4.2).

An effective security training program had been implemented. Lesson plans were updating to cover new program requirements. Management had provided improved training aids for the program (Section 5.1).

  • Management support for the security program was excellent (Section 6.1).

The annual security program audit was performance based. The overall quality of the audit was excellent (Section 7.1).

Protection of safeguards information was generally consistent with requirements. A noncited violation was identified for failure to adequately protect safeguards information (Section 8.1)
