SUBJECT:

VISIT FROM FP&L On June 24, 1993, Jerry Goldberg and Bob Grazio of Florida Power and Light met with Cr. de Planque to discuss FP&L's program for handling employee concerns, called "Speakout". In light of interest at the Commission on "whistleblowers", they wanted to share their experience with a program that provides espinyees _

with a method to raise concerns without concern about retribution. (see attached memo). They felt the program was successful, based on surveys of employees.

It was noted that for the period covered by the Speakout program, there were a total of 267 nuclear safety concerns. During the same time frame, there were 44 allegations to NRC (based on NRC staff numbers). It is not known how many of these may be -

duplicative (person contacts both Speakout.and NRC).

Purpose of Visil To provide an overview of one utility's efforts to fairly and objectively meet the inten applicable regulations and law,10CFR50.7 and Section 211 of the Energy Reorganiz respectively.

TfL's Program (Nuclear Safety Speakout Program)

Designed to encourage FPL and contractor employees to freely, without fear of retr their safety concerns with management by way of telephone, prepaid mail-in, or persona interview. Program was started in January 1990. This program is staffed with eight full time professionals who report to a director level manager who in turn reports to the ~ ' '

Nuclear Assurance. Annual budget is The basic modus operandi of Nuclear Safety Speakout is as follows:

Speakout interviews all exiting employees as well as any who come in off th a concern.

Any problems identified,'whether in person or inputed by other means, is assi number so that the identity of the source is only known by the interviewer.

Non nuclear safety concerns are tracked by Speakout to closure but usually inves by the cognizant line department.
