RECOMMENDATION:

DD-95-08: SAPORITOREQUESTFORGENERICLETTER-EXPIpS6/19 In March 1995, Thoemas paporito requested the NRC to issue a generic letter to all licensees requiring them to review their procedures to make sure there was nothing which would 4
dissuade an ' employee from going directly to the NRC with safety concerns.
The Director explains that the Secretary-of Labor's decision dealing with this issue does not provide the employee with an absolute right to bypass management in overy cases rather the circumstances of each case must be considered to determine if a refusal to bring safety concerns to annagement is protected.
The Director concludes that absent evidence that discrimination for reporting safety issues directly to the NRC is a serious problem, there is insufficient reason.for NRC to issue a generic letter as requested by petitioner.

DD-95-09:
REQUEST OF ZION SECURITY GUARDS FOR NRC TO ~
WITHDRAW ITS APPROVAL OF REVISIONS TO ZION SECURITY PLAN -
EXPIRES 6/20 In October 1994, Commonwealth. Edison revised the Zion reactor security plan in such a way as to reduce the number of armed guards and make certain other administrative changes.
In November 1994, a group of security guards at Zion asked the NRC to withdraw its approval of these changes.
The Director explains that the original security plan provided for a number of guards far in excess of NRC requirements and that the new plan met NRC requirements; thus there is no reason for the NRC to withdraw its approval of the new plan.

DD-95-10:
REQUEST OF FLORIDA MUNICIPAL POWER AGENCY TO ENFORCE ST. LUCIE ANTI-TRUST CONDITION - EXPIRES 6/20 the Florida Municipal Power Agency requested In July 1993, that NRC enforce an anti-trust condition it believed Florida Light 4. Power tCompany was violating.
It alleged that FLEP was required to provide transmission of power over its system among the various sections of FMPA's system on a Subsequent network basis without imposing multiple charges.

In March 1994, Ronald Gavensky, a Northeast UtilitiaIs quality control receipt inspector, raised concerns ~about violations with respect to acceptance of deficient parts.
The Director finds that most of the concerns related to NU procurement activities prior to 1990 when NU did experience i
problems but he describes how NU's procurement program has -
l been upgraded since then.
The Director does acknowledge that petitioner's concern with respect to defective j
fasteners was, in part, responsible for NRC and licensee attention to this area where post-1990 problems did appear.
