1 Backaround:
Mr. John F. Doherty, J.D.,
filed a 10 CFR 2.206 Petition requesting that the six subject reactors be immediately shutdown.
The reason provided was that these facilities had a
]
steam generators of the same design and similar age as those at Maine Yankee which had not been inspected using the Plus Point probe system.
Therefore, since the Plus Point probe revealed steam generator tubes on the verge of rupture at Maine Yankee, the potential for similar situations existed at the named facilities, which poses a threat public health and safety.

The NRC has confirmed that based on experience to date that the standard eddy current inspection techniques which utilize a j
motorized rotating _ pancake coil (MRPC) provide a reliable means fof det'ecting circumferenti'al cracking.

Circumferential cracking has been noted only at specific locations.
Inspections of these specific locations at the 7r subject plants have been performed using a technique capayle of i
detecting circumferential cracking.
The one exception i~sg Millstone imit 2 which replaced its steam generators in J6nuary 1993.
i is is based on the results o examinations and in sRu tests performed on the most severely i
degraded tubes (i.e. defects larger than current NRC limit allows) removed from MainesYankee.

e that there was significant margin bpfore failure of these' tubes under postulated accident conditions.

The fact that circumferential cracks at Maine Yankee went undetected was due to " inadequacies in the MRPC test and analysis procedures" and not due to the limitations of the MRPC probe in the detection of circumferential cracks.
The NRC has evaluated the potential for this to occur at the six plants listed and determined that the continued operation until the next steam generator inspections was acceptable.
