SUMMARY

The NIRS letter of April 19 requests a review of 00-96-03 and meeting with you to discuss Thermo-Lag fire barrier protection issues. The

! letter requests a meeting to discuss several items. The items include:

! . Concerns that the NRC has prematurely closed out the NIRS petition

! while many Thermo-Lag technical issues remain open. -

i l . Concern with the NRC's response to the " substantive" issues of the l

petition. The issues include: (1) the extent of progress made by

' the NRC on Thermo-Lag issues; (2) when the NRC became aware of j Thermo-Lag deficiencies; and (3) the acceptability of fire .
