Licensee Event Report (LER) 97-003-00

Dear Sir:

Please find the enclosed Licensee Event Report (LER) 96-003-00 regarding Generic Letter-(GL) 96-01 testing deficiencies.

Florida Power Corporation's (FPC) GL 96-01 review and corrective action is expected to be completed prior to startup from the current outage, tracked as Restart Issue R-1.

Subsequent logic system testing deficiencies identified as part of FPC's GL 96-01 review, and whose cause is determined to be cognitive human error are related to the deficiencies identified in this report. Therefore, using the guidance contained in NUREG-1022 Revision 1, Second Draft, a supplement to this LER will be submitted to report related logic system testing deficiencies.

FPC expects to provide the supplement by June 30, 1997.

This report is submitted by Florida Power Corporation in accordance with 10 CFR 50.73.
