NRC INTEGRATED INSPECTION REPORT 50-302/96-15
Dear Mr. Beard:
On November 2. 1996, the NRC completed an inspection at your Crystal River 3
reactor facility.
The enclosed report presents the results of that
inspection.
The enclosed Inspection Report identifies activities that violated NRC
requirements that will not be subject to enforcement action because the
licensee's efforts in identifying and/or correcting the violation meet the
criteria specified in Section VII.B. of the Enforcement Policy.
Therefore, no
response with respect to these matters is required.
Two violations were identified regarding missed Technical Specification
surveillances for remote shutdown instrumentation and the failure of the
i
reactor coolant pump lube oil collection system to function as designed.
These violations are cited in the enclosed Notice of Violation, and the
circumstances surrounding the violations are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
on these violations and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response.
in part, to determine whether further enforcement action is necessary to
ensure compliance with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice." a copy of
this letter and its enclosures will be placed in the NRC Public Document Room
'
(PDR).
