In accordance with the provisions of 10 CFR 50.90 as required by 10 CFR 50.59(c)(1), Georgia Power Company hereby proposes to revise the Hatch l Unit 1 Technical Specifications, Appendix A to Operating License DPR-57.

The proposed change revises the Automatic Depressurization System (ADS) instrumentation section to reflect a planned logic modification.

Attachment 1 provides a detailed description of the proposed change and circumstances necessitating the change request.

l Attachment 2 details the basis for our determination that the proposed change does not constitute an unreviewed safety question.

b Attachment 3 details the basis for our determination that the proposed change does not involve significant hazards considerations.

Attachment 4 provides page change instructions for incorporating the proposed change.

The proposed changed Technical Specification pages follow Attachment 4.

  • ENCLOSURE 1 NRC DOCKET 50-321 OPERATING LICENSE DPR-57 EDWIN I. HATCH NUCLEAR PLANT UNIT 1 REQUEST TO REVISE TECHNICAL SPECIFICATIONS ADS LOGIC MODIFICATION The proposed change will revise section 3/4.2.D, Instrumentation which Initiates or Controls ADS, to reflect a logic modification planned to satisfy the requirements of TMI Action Plan Item II.K.3.18. That item requires that ADS operation be extended to transient events or loss-of-coolar,t accidents which do not result in a release of steam to the drywell but which could require depressurization of the reactor pressure vessel to maintain adequate core cooling. The Hatch Unit 1 ADS logic will be modified such that the high drywell permissive in the current logic is bypassed after a sustained low reactor water level. The modification involves the addition of four " bypass" timers. Limiting conditions for operation and surveillance requirements for the bypass timers are added to the Technical Specifications by the proposed change.

The setting of the bypass timers is based on the avoidance of excessive fuel cladding heatup using approved Appendix K models. Details of the setpoint analysis are contained in the General Electric Company report AE-52-0484, " Bypass Timer Calculation for the ADS Modification for Hatch Units 1 and 2". A copy of that report was transmitted to NRC by our letter NED-85-125, dated March 18, 1985, to support a similar Technical Specification change proposal for Hatch Unit 2.

GPC committed in earlier correspondence (NED-83-398, dated July 28, 1983) to the installation of a manual ADS " inhibit" switch, the purpose of which was to prevent automatic depressurization during an anticipated transient without scram (ATWS). Installation of this switch is being reconsidered by GPC because it is not necessary to satisfy the criteria of Item II.K.3.18 and because GPC considers it essential to coordinate all ATWS modifications and procedure changes. This matter was discussed in a June 5, 1985 telephone conversation with NRC staff personnel in which GPC's position was approved.

ENCLOSURE 2 NRC DOCKET 50-321 1 OPERATING LICENSE DPR-57 EDWIN I. HATCH NUCLEAR PLANT UNIT 1 REQUEST TO REVISE TECHNICAL SPECIFICATIONS ADS LOGIC MODIFICATION Pursuant to 10 CFR 50.59, the Plant Review Board and Safety Review Board have reviewed the attached proposed amendment to the Plant Hatch Unit 1 Technical Specifications and have determined that implementation of the proposed amendment does not constitute an unreviewed safety questions.

PROPOSED CHANGE Add the ADS bypass timers to Tables 3.2-4 and 4.2-4.

BASIS The probability of occurrence or the consequences of an accident or malfunction of equipment important to safety would not be increased above those analyzed in the FSAR because the ADS will respond to accidents and malfunctions analyzed in the FSAR in the same manner as before the change.

The probability of an accident or malfunction of a different type than any analyzed in the FSAR does not result from this change because reliability analyses have shown no significant increase in the probability of a spurious automatic depressurization.

The margin of safety as defined in the Technical Specifications is not reduced by this change because the bypass timer setting assures that all design margins are maintained.

ENCLOSURE 3 NRC DOCKET 50-321 OPERATING LICENSE DPR-57 EDWIN I. HATCH NUCLEAR PLANT UNIT 1 REQUEST TO REVISE TECHNICAL SPECIFICATIONS ADS LOGIC MODIFICATION Pursuant to 10 CFR 50.92, Georgia Power Company has evaluated the attached proposed amendment to the Hatch Unit 1 Technical Specifications and has determined that its adoption would not involve a significant hazard.

The basis for this determination is as follows:

PROPOSED CHANGE Add the ADS bypass timers to Tables 3.2-4 and 4.2.

BASIS This change constitutes an additional control not previously included in the Technical Specifications. This change does not affect the probability or consequences of an accident or malfunction analyzed in the FSAR. This change does not create the possibility of an accident or malfunction of a different type than analyzed in the FSAR. The margin of safety as defined in the basis for any Technical Specification is not affected. The effect of this change is therefore within the acceptance criteria and the change is consistent with Item (ii) of the " Examples of Amendments That Are Considered Not Likely to Involve Significant Hazards Considerations" listed on page 14870 of the April 6,1983 issue of the Federal Register.
