Dear Mr. Newton:

This is to confirm the telephone conversatiron that Mr. Thomas Greene of the Westinghouse Owners , Group had with Dr. Brian Sheron of my staff on January 6, 1995, regarding the November 1994 plug cracking experience at the St. Lucie plant. In particular, Mr. Greene discussed the position of licensees that are members of the Westinghouse Owners Group concerning Westinghouse Alloy 600 steam generator mechanical tube plugs and the impact of the St. Lucie event upon the Westinghouse tube plug life algorithm (ref. WCAP-12244).

The NRC staff understands that the Westinghouse Owners Group has recommended in a letter to its members the following 4 point course of action. These items are to be pursued by the individual plants and communicated to the NRC staff by letter, no later than January 31, 1995:

1) Identify the number of )( mechanical plugs manufactured from alloy 600 thermally treated material present in the members steam generators that have not been either changed out or repaired.
2) Reaffirm that operation of the affected units with tha identified plugs does not represent a safety issue. This would be based upon the members previous response to NRC Bulletin 89-01 and its supplements.
3) Commit to evaluate and assess the impact of Addendum 3 to WCAP-12244, to be issued by Westinghouse by January 31, 1995, on the existing unit action plan for addressing mechanical plug corrosion previously provided to the NRC in response to NRC Bulletin 89-01 and its supplements.
4) Commit to provide to the NRC a schedule and revised action plan for each affected unit to address this issue 30 days prior to the next scheduled outage.
