ENCLOSURE I NOTICE OF VIOLATION Duke Power Co.*pany Docket No. 50-414 Catawba License No. CPPR-117 The following violation was identified during an inspection conducted on September 17-20, 1985.
The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).
10 CFR 50.54(a)(1) requires the licensee to implement the quality assurance program described or referenced in its Safety Analysis Report. The Quality Assurance Program, Topical Report Duke 1A requires that activities affecting quality be performed in accordance with documented instructions, procedures or drawings.
Contrary to the above, the licensee failed to carry out the quality assurance program in accordance with their Quality Assurance Procedure P-3, General and Special Storage Maintenance Inspection Requirements, and Specification CNS-1390.01-00-0139, Procedure for Handling, Storage, and Shipment of Cables.
Monthly inspection documentation records required for safety-related cable in storage were not available.
This is a Severity Level V violation (Supplement II).
