INSPECTION OF BWR STAIt'LESS STEEL PIPING (GENEP,IC LETTER 84-11)

Re: Oyster Creek Nuclear Generating Station On April 19, 1984, the staff issued Generic Letter (GL) 84-11, " Inspections of BWR Stainless Steel Piping", to all licensees of operating boiling water reactors (BWRs) including Oyster Creek. In the GL, the staff stated that inspections conducted at several BWPs revealed intergranular stress corrosion cracking (IGSCC) in large-dineter recirculation and residual heat removal stainless steel piping. These inspections were conducted pursuant to IE Bulletins 82-03, Pevision 1 and 83-02, and the NRC August 26,1983 Or Jer.

It is the position of NRR that the results of these inspections mandate an ongoing progran for sinflar reinspections at all operating BWRs. The staff provided guidance in the GL as to what an acceptable reinspection program should include.

By letter dated October 9, 1984, GPU Nuclear (the licensee) submitted a response to GL 84-11. The response provided a piping reinspection progran for the Cycle 11 refueling outage. This program provided the scope of inspections, examination criteria, repair methods, nitigating actions, leak detection and leakage limits. The Cycle 11 outage is scheduled to begin in April 1986.

The staff has reviewed the licensee's responses against the guidance provided in GL 84-11. The staff concludes that the licensee's reinspection program meets the guidelines in the GL ard, therefore, is acceptable to the staff for the Cycle 11 refueling outage. This letter closes out the staff's action on this item.
