SUBJECT:

COMME?iT O!! OR.9L PROPCSED "INDEPENDE!!T flRC EXMINATIC?(

OF l10RTALIT7 EXPERIENCE OF ATOMIC ETIERGY WORXE25" The project, as preocsed, seems reasonable. However, there are serious questions about whether or not ORNL can do what they propose to do.

A procer evaluation of dosimetry is one of the major questions with the prooosal. As I understand it. DOE still has not resolved thf s question.

It is questionable to me that ORNL can clarify this in the time scale croposed. This consideration is involved in most of 317 paragraph 1.

" Expected Results in FY 1978".

It accears that CRMt. proposes to examine the Hanford data as used by

??ancuso et 31. for errors. I do not believe that ORNL knews .iust how Kincuso at al. treated errors in their analysis. Thus, it miDht, be a case of comparing apples and oranges.

No oxolanation is presented nf how CRNL will use the data on autopsies.

It occurs to me that it will introd' ice another study group thus loading to a larger problem with small number statistics.

Excected results in FY 1979 are based on the performance of 1973 tasks in which I have doubts.

Xnewing the problem which oxists by competition betmen OR!!L and ORAU with respect to the analysis of the Health and ' Aorta 11ty Study Data. I doubt whether ORNL would get the cooperation nected to do this study offfciently. The question arises of whether or not ORNL is able to do an independent evaluation of the data under these circumstances.
