I HIGHLIGHTS OF WEEKLY INFORMATION REPORT WEEK ENDING JULY 12, 1985 Brush Fire Near San Luis Obispo Diablo Caryon The brush fire near the city of San Luis Obispo is approximately 10 miles ENE from the Diablo Canyon site. As of Monday afternoon (July 8) the fire was approaching State Highway 101 from the east.
Parts of the city were evacuated. The airport was temporarily closed due to heavy air traffic associated with the fire fighting. On July 4th transmission via the Midway line to the east was switched

temporarily to the Gates line to the north for precautionary reasons.
Unit 1 is operating at 100 percent power.
PG&E is monitoring the situation.

Interagency Task Force on Nuclear Exports On Tuesday representatives from the State Department, DOE and DOC met with rep-resentatives from IP to discuss the official formation of the Interagency Task Force on Nuclear Exports at the Nuclear Power Assembly which was formally announced May 7,1985 by Deputy Secretary of Comerce Brown. This task force has met informally over the past two years and the NRC has participated in these meetings in an observer status. One of the main objectives of this group is to fonn a more unified focal point for export assistance and problem resolution within the Federal Government for the U.S. nuclear industry.
- Completion of NRC Fuel Testing in the Power Burst Facility (PBF)
The test train for the final NRC Severe Fuel Damage test in PBF, SFD 1-4, which was performed on February 7, was removed from the PBF test loop on July 5.
Fission product and aerosol samples from the SFD 1-4 test had previously been recovered, and the very-radioactive effluent line from the test train had previously been cut up and removeo for analysis. The actual test bundle of 28 rods of high burnup fuel and 4 Ag-In-Cd control rods is highly radioactive, and has undergone severe damage up to partial meltdown. The test train will be shipped from the PBF facility on July 12 to begin the process of disassembly, j
neutron radiography and tomography, and post-irradiation examination (PIE) and metallography. This work and analysis of the results of the PBF-SFD tests will continue for about two years.
With shipment of the test train, NRC use of the PBF facility for its fuel-testing program will be completed.
The four Severe Fuel Damage tests in PBF have provided much of our current understanding of the in-vessel phase of severe accidents. They have also provided a major part of the technical basis

for decisions on source-tenn reassessment and severe-accident policy and for regulatory implementation of these decisions. Discussions are currently

underway among NRC, DOE, and OMB on the future disposition of the PBF facility. Pending completion of these discussions, facility operations are being reduced to a minimum standby level.

Combustion Engineering Combustion Engineering advised the NRC in a letter dated July 2,1985 that recent sensitivity study of a revised C-E Loca Evaluation Model showed that a center peaked chopped cosine axial power distribution and flatter axial peaking factor are more adverse than currently used for CE plants. While evaluation is not complete, it is possible that San Onofre 3, Waterford 3 and Palo Verde might exceed slightly the 0 acceptance criteria of 10 CFR 50.46 peak clad temperature by the 20 F defining a significant change in the evaluation model. CE and identified owners will meet with the staff Wednesday, July 10, 1985 in Room P-114.
Shoreham The low power license for Shoreham was issued on July 3,1985.
The i
reactor was then taken critical on July 7, 1985, and a heatup using nuclear heat was started on July 8,1985. The reactor is at about 1% power during the heatup. The licensee expects to test HPCI, RCI, and ADS systems this week, and will raise reactor power to nearly l
5% next week to test other systems. The licensee estimates that the 5% test program should be completed in late August.

i Brunswick Steam Electric Plant, Unit 2 Unseasonably warm weather with below normal rainfall in June and July has caused the Cape Fear River, the source of Brunswick cooling water, j
to be warmer than usual for this time of year. As a result, the containnent drywell temperature which is controlled by this cooling g
water and limited by Technical Specification to 135 F, has approached this value. The drywell temperature is limited by administrative n
procedure to 134 F, at which point the temperature is reduced by reducing reactor power. This has caused some derating in the past but it usually occurs later in the summer.
l Work has been started on installing a special chiller for the cooling water to keep the temperature of the drywell down. This chiller is j
expected to be ready for operation in a matter of weeks.
TVA Management Changes TVA has announced organizational changes for the nuclear program.
Effective immediately, Mr. Hugh Parris is assigned responsibility solely for the TVA nuclear program. His other duties will be assumed i
by Robert Steffy. Additionally, the staff has been advised that Mr. William Cottle, Site Director for Watts Bar is assigned as an assistant to Mr. Parris.
Shoreham The NY State Court of Appeals ruled yesterday that the Suffolk County Executive exceeded his authority by ordering a test of the Shoreham emergency plan.
The court left open, however, the possibility of action by the county executive to perform the function of gathering information and reviewing and evaluating an emergency plan in order to participate with the Legislature in formulating a new plan.

NRC TMI PROGRAM 0FFICE WEEKLY STATUS REPORT WEEK ENDING JULY 12, 1985 1.
PLANT STATUS The facility remains in long term cold shutdown with the Reactor Coolant System (RCS) vented to the reactor building atmosphere and the reactor vessel head and plenum assembly removed.
The reactor vessel plenum has been removed from the reactor vessel and placed on its storage stand in the deep end of the fuel transfer canal. A dam has been installed between the deep and shallow ends of the fuel transfer canal. The deep end is filled with water to a depth of about 20 feet (about 5 feet above the top of the plenum).
The modified internals indexing fixture is installed on the reactor vessel flange and is flooded to elevation 327 feet 6 inches (151 feet above the top of the core region).
Calculated reactor decay heat is less than 12 kilowatts.
RCS coeling is by natural heat loss to the reactor building ambient atmosphere.
Incore thermocouple readings range from 72'F to 93*F with an average of 82*F.
Average cold leg temperature is 66*F.
The average reactor building temperature is 63*F. The reactor building airborne activity is 1.4 E-7 uCi/cc tritium, and 7.6 E-10 uti/cc particulate, predominantly cesium 137.

WASTE MANAGEMENT The Submerged Demineralizer System (SDS) commenced processing batch
,- 122 censisting of 13,358 gallons from the "B" reactor coolant bleed tank.
EPICOR Il commenced processing batch 258 consisting of 7,765 gallons from SDS tank 1B.
Total volure pro essed through SDS to date is 2,912,194 gallons, ard the total vclure processed through EPICOR !! is 2,4ES,539 gallons.

DOSE REDUCTIO!!/ DECONTAMINATION ACTIVITIES Shielding of the lower portion of the reactor building air coolers has been completed.
Shielding of the upper (motor) portion is being re-evaluated on the basis of ALARA.
Dose rate reduction factors of l
2 to 3 were realized from shielding of the lower portions.
Average general area radiation dose rate is 36 mrem per hour on the i
i 347' level of the reactor building and is 160 mrem per hour on the 305' level of the reactor building.
4 ENVIROEENTAL MONITORING

EPA sample analysis results show TMI site liquid effluents to be in accordance with regulatory limits, NRC requirements, and the City of i
Lancaster Agreement.
TMI water samples taken by the US Environmental Protection Agency at the plant discharge to the river consisted of seven daily composite samples taken from June 22, to June 29, 1985. Gamma scans detected no reactor related radioactivity.
The Lancaster water sample taken at the water works intake and analyzed by the US Environmental Protection Agency consisted of a seven day composite sample taken from June 23, to June 29, 1985. A gamma scan detected no reactor related radioactivity.
The NRC outdoor airborne particulate sampler at the TMI Site collected a sample between July 3, and July 11, 1985. No reactor related radioactivity was detected.
Analysis showed 1-131 and Cs-137 concentrations to be less than the lower limits of detectability.
5.
REACTOR BUILDING ACTIVITIES Additional characterization of debris and inspection of the lower reactor head internals is scheduled during the week of July 14, 1985.
Plenum removal'on May 15, 1985, opened additional access ports to the lower head where 10 to 20 tons of debris was identified during a closed circuit television inspection in February 1985.
The characterization next week will include video inspections at two quadrants which had not been examined previously. The camera will be attached to an articulating arm having the capability to insert the camera into the 6 inch diameter flow holes in the lower flow distributor.

Defueling preparations will continue in parallel with the lower head characterization. Assembly of the defueling platform above the internals indexing fixture will commence next week.

Application for seismic exemption The NRC Vendor Programs Branch performed an inspection at the t
Nuclear Energy Services (NES) facility in Greensboro, North Carolina, where the fuel storage canisters, fuel storage racks, and fuel canister transfer shields are being fabricated.
The inspection i
examined construction activities and included a review of the implementation of the quality assurance program at NES. The inspection findings are undergoing NRC management review and the final inspection report will be used in a few weeks.

PROJECTED SCHEDULE OF FUTURE EVENTS i

PUBLIC MEETING The Advisory Panel for the Decontamination of Three Mile Island Urit 2 will meet on July 18, 1985, from 7:00 PM to 10:00 PM at the Lancaster Council Chambers, Public Safety Building, 201 North Duke Street, Lancaster,-PA. The meeting will be open to the public.
At this meeting the Panel will receive a general update on the progress of the cleanup from General Public Utilities Nuclear Corporation, the licensee.
The licensee will also provide a detailed discussion of the reactor pressure vessel defueling program.
The staff of the U. S. Nuclear Regslatory Commission will provide the Panel with the results of a recent staff review of health effects studies conducted in the vicinity of THI-2 since the

The Panel will also hold a planning session to identify and schedule future topics for Panel discussion.

Senior Management Meeting Director, IE and representatives of IE staff met with M. Jean Buttin, Executive Vice President, Framatome, in Bethesda, MD on July 11.
l Framatome presented their plans for requesting NRC review of a topi-cal 0A report as a precursor to entering the U.S. market for nuclear supplies and services. ELD has issued a legal opinion that finds no bar to NRC acceptance of a foreign topical QA report for review.

Quality Assurance (1) R o resentatives of the Quality Assurance Branch, Division of l
Quality Assurance, Vendor, and Technical Training Programs visited Stone & Webster offices in Cherry Hill, NJ in con-junction with inspection activities related to the Nine Mile Point 2 Engineering Assurance Program this week.

supported NM55 in an NRC overview of a DOE headquarters OA audit of the DOE salt geologic repository project office in Columbus, OH.

Incident Response (1) Representatives of the Incident Response Branch, Division of Emergency Preparedness and Engineering Response, and Region I attended the Relocation Tabletop Exercise (RTE) Management Group meeting on July 8 to review the progress in planning for this tabletop to be held in December 1985.
(2) The Chief Incident Response Branch, conducted a tour of the NRC Operations Center for the ACRS on July 9.
This tour discussed the agency's incident response program.
I (3) A workshop was held on July 10-11 between the emergency response coordinators, regional management, and representa-tives of the Incident Response Branch. The workshop discussed budget and other upcoming projects.
(4) Representatives of the Incident Response Branch attended the Federal Radiological Preparedness Coordinator Comittee meeting to be held on July 12, 1985 at FEMA.

Program Development Status Three inspection procedures (IPs) from the 2515 program (operating reactors) were sent to the regions for comment. These IPs dealt with inspection of core physics surveillance testing and were extensively revised to make them technically correct and current i

OFFICE OF NUCLEAR REGULATORY RESEARCH ltems of Interest Week Ending July 12. 1935 Program Review Trip to the Idaho National Engineering Laboratory (INEL)
RSRB staff reviewed at INEL the International Code Assessment Program (ICAP), Domestic Code Assessment Program, Nuclear Plant Analyzer (NPA).
TRAC-Boiling Water Reactor (BWR) Code, RELAPS Code, ROSA-IV, and 20/30 programs. During the first two days only technical coordination of the international and domestic assessment and NPA programs were discussed.
These meetings were also attended by both the Los Alamos National Laboratory (LANL) and Brookhaven National Laboratory (BNL) personnel.
Following are the highlights of the review and coordination meetings, INEL has decided that acquiring a Class VI (Cray) type computer a.
is not cost-effective. They do not have a sufficient number of calculations to justify its purchase.
Therefore, INEL will gracually start using micro-and minicomputers for code calculations, b.
For the International Code Assessment program all 3articipants agreed that the Time-Domain (Box-Jenkins) method siould be considered in calculating code uncertainty because the variables entering in the analysis may not be independent, INEL will produce an overall (both domestic and international) c.
code assessment matrix. This matrix will be discussed with NRR to ensure that the calculations are focused to meet NRR's licensing needs, d.
The first two newsletters for the ICAP program are completed and will be sent to participants by INEL.
INEL needs the TRAC-Pressurized Water Reactor (PWR) NPA code for e.

NRC will have LANL transfer the code to INEL.
Boundary Condition Controller for Nuclear Plant Analyzer _
On July 1,1985, Ors. Fabic and Andersen of Dynatrek, incorporated briefed the RES staff on their progress on the development of a bour 'ary condition controller for the NPA.
This project is a small business irnovation research (SBIR) project designed to be of mutual benefit to the business and to the NRC. The boundary condition controller has been shown to be effective for normal operating transients.
Phase !! of the effort has been proposed to address more challenging scenarios involving two phase flow.

2-Completion of NRC Fuel Testing in the Power Burst Facility (PBF) i l
The test train for the final NRC Severe Fuel Damage test in PBF, SFD 1-4, which was performed on February 7, was removed from the PBF test loop on July 5.
i Fission product and aerosol samples from the SFD 1-4 test had previously been recovered, and the very-radioactive effluent line from the test train had previously been cut up and removed for analysis. The actual test bundle of 28 rods of high burnup fuel and 4 Ag-In-Cd control rods is highly radioactive, and has undergone severe damage up to partial meltdown.
The test train will be t
shiped from the PBF facility on July 12 to begin the process of disassembly, neu' in radiography and tomography, and post-irradiation examination (PIE) and meta,lography.
This work and analysis of the results of the PBF-SFD tests will continue for about two years, i
With shipment of the test train, NRC use of the PBF facility for its fuel-testing program will be completed.
The four Severe Fuel Damage tests in PBF have provided much of our current understanding of the in-ressel phase of severe accidents. They have also provided a major part of the technical basis for decisions on source-tenn reassessment and severe-accident policy and for regulatory implementation of these decisions. Discussions are currently l
underway among NRC, DOE, and OMB on the future disposition of the PBF facility. Pending completion of these discussions, facility operations j
are being reduced to a minimum standby level.

NRC Staff Meeting with EPA on De minimis Radiation Levels In a letter to the Environmental Protection Agency dated June 4,1984, the NRC staff confirmed its needs for Federal guidance on the unrestricted release and protential reuse of a wide range of decontaminated lands, facilities, equipment, i
and materials generated in conjunction with NRC licensed activities.
Similar i
guidance is also needed by other Federal agencies such as DOE.
In another recent letter to EPA, dated June 20, 1985, NRC needs were reiterated and i
~
expeditious action was requested. On July 9, 1985 NRC staff met with EPA i
staff to further elaborate on these needs, discuss the status of EPA's efforts

i to establish Federal guidance, and explore ways'of cooperating and working together to develop such guidance. To date, EPA has established an l
Interagency Working Group on Residual Radioactivity (NRC is represented on this I
l group by Mr. Robert E. Alexander) for the purpose of developing Federal guidance for the release for unrestricted use of buildings and land in conjunction with deconnissioning nuclear facilities.
This effort has been i
underway for about a year but very little progress has been made to date due to higher priorities and limited resources at EPA. EPA staff indicated, however, that their efforts will probably be significantly increased. Another effort I'
underway at EPA is the development of imits "Below Regulatory Concern" for unrestricted waste disposal of radioactive material.
EPA plans to publish an Advance Notice of Proposed Rulemaking on this issue in early 1986. Additional meetings were planned to further exp' ore ways of expediting action regarding l
the development of Federal guidelines.

' Meeting on Seismic Hazard in Eastern US On July 9, a meeting was held to allow EPRI, LLNL, and the U.S. Geological Survey to present preliminary results from their individual efforts to characterize the seismic hazard in the eastern United States. This was NRC's first opportunity to see EPRI's preliminary results and to compare them with the published results from the LLNL study supported by RES and NRR.
The seismic hazard curves from the LLNL and EPRI studies varied frew very close for several test sites to differing by a factor of two or three for others.
There appears to be significant sensitivity in both studies to the ground motion propagation model selected in the analysis. NRR is supporting continuing efforts by LLNL to understand the similarities and differences between the LLNL and the EPRI studies.
CONTAIN CODE i
A two-day seminar and workshop was held at the Phillips Building July 8-9, 1985, to provide NRC staff, research-contractor personnel, and other users of the CONTAIN Code with an overview of the current code capabilities and a demonstration of its application. Three members of the Sandia Laboratory CONTAIN Code development staff reviewed the phenomenological models and operational features. All necessary modules needed to analyze PWR containment loading under severe accident conditions are operational. The BWR analysis capability will be available within 1-2 months following testing of the suppression pool model. The CONTAIN Code has been established at the Brookhaven Laboratory computing facility and in NRC at RM/ DSS by providing a terminal.
Representative test cases formulated by the participants were run and analyzed during the workshop.

International Visitors On Wednesday Mr. Finetti, Head of Human Factors Service at Italy's ENEA, held a one-day series of meetings with several members of NRR, RES, and IE on a wide range of human factors subjects.
On Thursday two members of the German safety research organization GRS, Messrs.
E. J. Kersting and G. R. Reichart, visited NRC to make presentations on the current status and future work at GRS on 6ccident management and human factors activities. Mr. Kersting, group leader of the severe accident analysis branch, talked about accident mitigation and prevention studies, and Mr. Reichart, group leader in the reliability department, talked about ergonomics, human reliability and operator support systems. Staff from NRR, RES, IE, AE00 and ACRS attended the presentations and participated in discussions.
On Thursday James Taylor, Director, IE, and members of his staff met with rep-resentatives from the French manufacturing company Framatome to hear a presenta-tion on Framatome's participation in the French nuclear power program, their Quality Assurance program, and plans to submit a topical report for NRC's review.
Framatome is preparing to enter the U.S. nuclear market by initially offering replacement parts and other services. Representatives from NRR, ELD, and IP also attended the meeting.
I Interagency Task Force on Nuclear Exports On Tuesday representatives from the State Department, '3E and DOC met with rep-resentatives from IP to discuss the official formation of the Interagency Task Force on Nuclear Exports at the Nuclear Power Assembly which was formally announced May 7,1985 by Deputy Secretary of Comerce Brown. This task force has met informally over the past two years and the NRC has participated in these meetings in an observer status. One of the main objectives of this group is to form a more unified focal point for export assistance and problem resolution within the Federal Government for the U.S. nuclear industry.
