The enclosed Safety Evaluation (SE) addresses (1) the envircnmental h

l qualification of electric eouipment important to safety for compliance with the requirements of 10 CFR 50.49; (2) the licensee's proposed r.esolutions for the deficiencies identified in the staff's SE dated November 30, 1982, and the July 9, 1982 Franklin Research Center (FRC) Technical Evaluation Report (TER) enclosed with it; and (3) the justifications for continued operation of Oyster Creek until final environmental qualification is completed.

On December 7, 1983 a meeting was held with GPU Nuclear (the licensee) to discuss the licensee's proposed method of resolution for each of tha environmental qualification deficiencies identified in the SE dated g

November 30, 1982. Discussicns also included the licensee's general nethodology for compliance with 10 CFR 50.49, " Environmental Qualification of Electric Equipment Important to Safety for Nuclear Power Plants," which became effective February 22, 1983, and the justifications for continued cperation (JCO) for those equipment items for which environmental cualification was not yet completed. As a result of this meeting an audit of Oyster Creek Environmental Oualification files was performed on February 5

i Based on discussicas during the meeting, the audit and a review of the licensee's Decenber 21, 1984 and February 22, and March 15, 1985 submittals, ve have concluded that the Oyster Creek Equipment Qualification Program is in compliance with the requirements of 10 CFR 50.49, that the proposed 7

resolution for each of the environmental qualification deficiencies identified for Oyster Creek is acceptable and that continued operation of Oyster Creek until final environmental qualification is completed will not present undue risk to the public health and safety. We approved the licensee's proposed harsh environment following a Main Steam Line Break in the staff's Safety Evaluation dated June 10, 1981.
