Equipment Classification Through review of procedures, discussions with licensee personnel, and review of records, the inspector determined that the licensee's programs for equipment classification met the requirements of Generic Letter (GL)

83-28, Sections 2.1 and The equipment clessification programs for Callaway are administratively controlled by Procedures QE-343 (" Classification of Systems and Components") and APA-ZZ-430 (" Classification of Parts"). These procedures describe the methods to be used to classify systems and components as either safety or non safety-related. The implementation of these procedures at the time of this inspection was incomplete. Pending implementation, this matter is being tracked in Report No. 50-483/85013 (0 pen Item No. 50-483/85013-01).

The licensee's criteria for classification of system and components now in use are based on the FSAR and the ShuPPS Q list. The inspector's review of several work requests, test data sheets, and procurement documents indicated no evidence of incorrectly classified component No violations or deviations were identifie _ _

Vendor Interface Through review of procedures and discussions with licensee personnel, the inspector determined that the vendor interface programs, with the exception of those required by Section 2.2.2 are adequate to comply with the requirements of GL 83-28, Sections 2.1 and The vendor interface program being used for the NSSS supplier is controlled by the Nuclear Engineering Department (NED). NED Procedure No. 15 (" Vendor Interface Program Westinghouse") describes the administrative guidelines of the program. NED No.15 describes in detail the methods used in processing of Westinghouse Technical Bulletin The licensee's has proceduralized programs for control and revisions to vendor manuals, incorporation of vendor technical information into maintenance and operations procedures, and control of vendor activitie The Nuclear Utility Task Action Committee (NUTAC) recommended enhancements for the licensee's Nuclear Plant Reliability Data (NPRD) system are being incorporated into the affected procedures. The procedures are expected to be completed by August 1,1985, with full implementation expected by September 1, 1985. This is considered an open item pending implementation of the revised program (50-483/85015-01).

No violations or deviations were identified in this are . Post Maintenance Testing Through discussions with licensee personnel, review of administrative procedures, and review of completed work requests, the inspector determined that the licensee's program for post-maintenance testing is in compliance with the requirements of GL 83-28, Sections 3.1 and The licensee's planning department determines the retest requirements and tracks completion of the retest. To determine the retest requirements, the planners use references such as vendor technical manuals, Callaway Technical Specifications and procedure EDP-ZZ-01001 ("Section XI Pump and Valve Program"). The licensee's maintenance work request and retest program is described in procedures PDP-ZZ-00003 (" Work Request Processing") and APA-ZZ-00320 (" Initiating and Processing Work Request"). These procedures describe in detail the administrative controls used for the initiation, approval, and review of completed retest and maintenance work activitie No violations or deviations were identified in this are . , ~ The licensee uses the Computerized History and Maintenance Planning System to schedule the reactor trip breaker (RTB) surveillances. The RTB's are tested on a two month frequency. Surveillance procedure , OSP-SB-00001 (" Trip Actuating Device Operational Test; Reactor Trip Breakers") is used to perform the surveillance. The surveillance procedure verifies the ability (operability) of the under voltage and the shunt trip mechanisms to trip the reactor trip breaker. Procedure MSE-SB-QS001 is also performed concurrent with OSP-SB-00001 to clean, inspect and lubricate the reactor trip switchgea No violations or deviations were identified in this are . Open Items Open items are matters which have been discussed with the licensee, which will be reviewed further by the -inspector, and which involve some action on the part of the NRC or licensee or both. Open items disclosed during the inspection are discussed in Paragraph 3.

Exit Interview The inspector met with licensee representatives listed in Paragraph 1, on June 7, 1985, and summarized the purpose, scope and findings of the inspection. The inspector discussed the likely informational content of the inspection report with regard to documents or processes reviewed by the inspector during the inspection.
