Dear Mr. Johnson:

PSC hereby transmits the Phase I report for the control of heavy loads at FSV for your review. This Phase I report is submitted as partial fulfillment of the Reference 1 request for PSC to re-evaluate the control of heavy loads, whereby heavy load is defined as approximately 1 ton or more.

Phase I identifies all overhead handling systems, loads and load paths, and eliminates certain overhead handling systems on the basis of incapability to handle loads of 1 ton or more.

Based on PSC's review of methods to meet NUREG-0612 requirements, we conclude that the intent of NUREG-0512 will be satisfied by verifying D that equipment is available (outside of the load drop area) to safely h) shutdown the plant and maintain it in a safe configuration. 1

.s' Therefore, in lieu of identifying all safety related equipment under load paths as originally stated in Reference 2, we will proceed with the above verification.
