NUREG-0612, Control of 11eavy Loads REFEREriCE:

Included in this letter are some clarifications and corrections to Public Service Company of Colorado's above re ferenced le tter.
I would like to take this opportunity to re-emphasis our position on the heavy loads investigated per NUREG-0612.
As stated on page 1-1 of NUREG-0612, Control of Ileavy Loads at Nuclear Power Plants, "In this task a heavy load is defined as a load whose weight is greater than the combined weight of a single spent fuel assembly and its handling tool." Since the Fuel llandling Machine with a fuel element is the heaviest item which we lift with the Reactor Building Crane, our responses to date, including this letter, have addressed this item as our only heavy load.
The clarifications and corrections to our December 29, 1982 letter are as follows:

Guideline 1 The first sentence on page 2 of the December 29,1982-letter should be changed to read as follows:
"The crane snubber device limits the ve.'tical travel to 14 inches, thereby holding the potential drop distance to a minimum."
A more detailed description of the snubber device and its operation Wds giVen in our letter dated December 14, 1981 (see copy attached, page 2).
Guideline 4 The fuel handling machine's lif ting device was designed and fabricated in the late 1960's prior to the issuance of ANSI N14.6-1978.
It is PSC's position that the mushroom and shackle assemblies will meet the AriSI-1414.6-1978 speci fication for any current operation, maintenance, and testing of the liftinj device.
For these reasons, PSC is of the opinion that the special lifting devices for our heavy load at FSVilGS satisfies the intent of Guideline 4.
Guideline 7 The following changes refer to Attachment 1 to the December 29, 1982 letter.
Section 2-1 1 MARKlflG 2-1.1.1 Rating plates for the 171/2T Auxiliary Block and the 170T tiain Block were attached to the West side of the crane prior to our December 29, 1982 le tter.
Ilowever, since the 50T block was not clearly marked, new markings were painted on all components (17 1/2T Auxiliary Block, 50T Main Block, and 170T sheave) on January 7,1983.
