Dear Dr. Arnold:
The NRC Division of Security (SEC) has reviewed the Security plan for the Protection of Classified Matter and Information for the Louisiana Energy Services (LES) Claiborne Enrichment Center in Homer, Louisiana, submitted on January 31, 1991, as part of the license application. Based on our review, we have determined that additional information, as stated in Enclosure 1, is needed with respect to the security plan.
Additionally, we received Peter G. LeRoy's letter of April 1, 1991, which provided a response to our letter of November 8, 1990. Enclosure 2 contains the comments and questions that we have concerning this letter.
Further, we recently met with representatives from the U.S.
Customs Service (USCS) relative to the LES project for the purpose of determining their procedures relative to the importation of classified centrifuge equipment. USCS raised a number of questions / issues (Enclosure 3) which we could not answer, but which we believe LES should be aware of early in this process.
Also, since the U.S. manufacturing / construction process will include the protection of classified matter, please identify LES plans for the protection of classified matter during the period of construction. For example, what are the time frames as well ec plans for personnel security clearances and the physical protection measures of the manufacturing / construction site?
Also, when would LES expect classified material to be introduced at the construction site?
